Position Summary
The position functions as the Human Resources Manager for the UIW Health Professional Schools: School of Medicine (SOM), School of Nursing (SNHP), School of Optometry (RSO), School of Pharmacy (FSOP), and School of Physical Therapy (SoPT) as well as the UIW Health Clinic and Behavior Health Departments. Under the supervision of the Assistant Director of Human Resources, this position manages the human resources functions of the schools. This includes a broad array of human resource services in the areas of recruitment, retention, compensation, performance management, employee relations, leave management, benefits administration, and labor law compliance. In addition, the Human Resource Manager will travel to the different health professional schools throughout San Antonio.

The position advises and consults with all levels of management including, associate provost, deans, associate deans, and supervisors on employee and human resources issues, university policy, and practices. Position proactively partners with all levels of managers, supervisors, and employees to develop and implement effective HR strategies; provides policy interpretation, advice, and guidance to employees and managers; advises employees and managers on new and ongoing HR programs and initiatives; and serves as a single point of contact for the deans and managers to access services provided by other functional areas.

This position is considered a “Responsible Employee” under Title IX federal regulations and “Mandatory Reporter” under Texas state law and the UIW Sexual Misconduct Policy. As a Mandatory Reporter, this position requires you as the employee to promptly report any incident that you witness or receive information about Title IX violations. These reporting responsibilities are set out in the UIW Sexual Misconduct Policy.

Description of Job Duties
  • Implements and coordinates Human Resources policies and programs, including but not limited to: compensation, benefits, employee relations, workers’ compensation, leave of absences, and training and development at the assigned schools.
  • Acts as a business partner to the leadership team at all health professional schools through a collaborative approach in coaching and sharing best practices.
  • Maintains full compliance with all state and federal laws and regulations, and ensures that policies align with the University’s vision.
  • Collaborates with the school’s leadership on re-organizations and staffing objectives to assist in meeting departmental and institutional objectives.

Recruitment and Onboarding

Description of Job Duties
  • Manages the recruitment cycle of staff, medical residents, and academic positions for all health professional schools including assisting with any onboarding of new employees.
  • Manages recruitment process; assists with the development of job descriptions, places advertisements, and posts open positions. May screen resumes and participate in interviews, as requested.
  • Assists departments in developing recruitment strategies; initiating the hiring process, and understanding employment law/legal issues.
  • Processes and tracks employment applications and initiates appropriate pre-employment background screening.
  • Initiates payroll authorization forms for full-time staff and administrators and prepares contingent appointment letters.
  • Trains staff on the utilization of the applicant tracking system.
  • Schedules Mission and Ministry reviews for administrators and staff employees.
  • Ensures new employees complete all necessary paperwork in a timely manner and follow-up if necessary.
  • May assist with the onboarding of new employees including faculty.

Description of Job Duties
  • Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices regarding performance management, recruiting, on-boarding, compensation/classification, disability, training, and other areas of HR.
  • Counsels employees concerning sensitive and difficult to resolve work-related problems.
  • Ensures planning, monitoring, and execution of employee appraisals by training managers to coach and discipline employees, hearing and resolving employee grievances, and counseling employees and supervisors.
  • Participates, as appropriate, in the investigation and resolution of ongoing employee relations problems, and anticipates problems whenever possible. Develops, recommends, and initiates appropriate steps for resolution. May collaborate with the HR Investigator and Title IX Coordinator where applicable.
  • Supports leadership in the development of staff.
  • May assist with the performance evaluation process.

  • Conducts training sessions for staff, administrators, and faculty on various human resources competencies and policies.

  • Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.

  • May prepare, generate, and analyze special reports pertaining to personnel information and data including but not limited to issues such as benefits, staffing levels, turnover, absenteeism, recruitment, promotions, etc.

Qualifications

Knowledge Skills and Abilities
  • Strong knowledge of federal and state laws/regulations related to employment.
  • Thorough knowledge of Human Resources policies, procedures, and practices, benefit programs, personnel administration systems, recruitment techniques, and equal employment.
  • Excellent written and verbal communication skills; ability to compose a variety of correspondence and reports.
  • Advanced computer skills including Word, Excel, Access, PowerPoint.
  • Proven ability in building and maintaining effective work relationships with all levels of the organization.
  • Must have a proven record of taking initiative and being proactive.
  • Excellent judgment, problem-solving, customer service, diplomacy, and interpersonal skills.
  • Strong organizational and analytical skills including attention to small details.
  • Demonstrated ability to deal with sensitive and confidential matters with tact and discretion.
  • Proven ability to work independently and on a team, to set priorities, manage a high volume of work with competing demands, and provide timely response to urgent issues.
  • Comfortable developing and delivering presentations.

Required Education
Bachelor’s Degree in a related field.

Required Work Experience
At least five (5) years of broad HR experience to include employee relations, recruitment, organizational development, training, compensation, and benefits.

Preferred Qualifications
Experience working in higher education.

Required Certifications, Licenses or Registrations
  • Must have a valid Texas driver’s license with the ability to be insured through UIW’s vehicle insurance carrier.
  • Must be 21 years of age.

Work Hours
Typical Monday through Friday 8am to 5pm with occasional extended hours to meet departmental needs.

Regularly travels to professional school site locations throughout San Antonio; on rare occasion will travel to Laredo clinic sites.
