GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT, Division of Project Management, to assist in the administration and operation of the Project Management Section of the Transportation Capital Program; to oversee the Division's field activities and functions; to assist in delivering the State’s Transportation Capital Program within scope, on schedule, on budget and to the highest quality; to assist in coordinating with other functional units; as assigned by a superior, to serve as Manager, Project Management in their absence; and to do other related work as required.
SUPERVISION RECEIVED: Works under the administrative direction of the Manager, Project Management (DOT) with wide latitude for the exercise of authority, initiative and independent judgment in the formulation of policy and program procedures; work is subject to review through on-time project completion, consultations and written reports for satisfactory performance and conformance with applicable laws, policies, codes, directives, rules and regulations.
SUPERVISION EXERCISED: Plans, coordinates, and reviews the work of a staff of professional project managers as well as technical and clerical staff.

Within the Department of Transportation (DOT), Division of Project Management, to assist in the administration and operation of the Project Management Section of the Transportation Capital Program; to oversee the Division's field activities and functions; to assist in delivering the State’s Transportation Capital Program within scope, on schedule, on budget and to the highest quality; to assist in coordinating with other functional units; as assigned by a superior, to serve as Manager, Project Management in their absence; and to do related work as required.
Daily coordinate with Construction staff to resolve any issues identified in the field to ensure minimum disruption to the motoring public.
To serve as the point of contact for Project Management in providing updates to management during ongoing field operations. To review changes impacting the normal flow of traffic.

To assist and support Project Managers to solve problems that arise from the field which impact budget and schedule.

To monitor and guide work progress in construction; to serve as primary support to project management staff while projects are in the construction phase.

To assist in reviews of work plans and specifications, and to review work for comprehensiveness, completeness, technical accuracy and compliance with standard, codes, policies, laws, rules and regulation, and divisional directives.
To guide project teams and interface closely with other national, regional and local transportation agencies. To ensure that all project support, quality assurance/controls and asset management efforts are carried out in an effective manner.
To recommend and implement new or revised policies governing scoping, natural resources, cultural resources, utilities, stormwater, design, engineering, construction, land survey and research work.

To recommend and implement new or revised policies and/or procedures resulting from legislative changes or changes in federal policies or regulations.

To establish and maintain strong and positive working relationships with intradepartmental personnel, other State governmental agencies, Federal agencies, public utilities, trade organizations, and private concerns regarding capital program projects, and to serve as a divisional liaison with such entities and organizations.

To develop policies, procedures, methods, and performance outcomes for the managing and service delivery functions.

To develop budget and schedule information, to monitor budget and scheduling performance, and to report on performance variations.

To ensure conformance with all relevant laws, regulations, standards, codes, practices, policies, and procedures.

As directed, to represent a superior at various meetings and events and to provide executive leadership in the development of divisional policies and objectives.

To develop, implement and monitor performance measures for the Division, and to take or direct appropriate actions to meet goals and objectives.

To implement and maintain processes and procedures for all divisional targets and standards.

To do related work as required.

Required Qualifications for Appointment

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles and practices of project management including design, engineering, construction, and research management; a thorough knowledge of Federal, and State standards; a thorough knowledge of planning, design, materials testing, and construction programs; a thorough knowledge of federally compliant project and contract management methodologies, practices and procedures; the ability to resolve problems and perform detail design work; the ability to evaluate design concepts, quality-cost factors, and projected system requirements and developments; the ability to coordinate multiproject activities involving a variety of staff, agencies, consultants and utilities; the ability to coordinate program work activities with other internal functional units and external agencies and organizations; the ability to communicate effectively verbally and in writing; the ability to develop and maintain effective working relationships with federal, state and local officials, subordinates and the public; and related capacities and abilities.

EDUCATION AND EXPERIENCE
: Education: Graduation from a college of recognized standing with a Bachelor's degree in Public Administration, Business Administration, Finance, Architecture, Civil Engineering or a closely related field; and Experience: Extensive employment in a highly responsible professional position involving capital asset management or transportation engineering applying engineering principles, practices, techniques, and project management within a large private or governmental setting. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Supplemental Information

Minimum 5 years of project management experience strongly desired.
Knowledge of transportation projects preferred.
Supervisory experience is desired.
