The Department of Revenue (DOR) is looking for an accomplished IT development professional with expertise and knowledge in software development methods and tools, to create and support the data management and location services for the DOR geographic data sets. The Geographic Information Systems (GIS) Developer provides support and services for a complex GIS environment, including coordination, application development, implementation, operation, and system analysis. You will be responsible for the creation of interfaces, spatial data, maps, boundaries, and maintenance. This agency, other agencies and the public, use the systems, services, and data managed by the GIS Developer, to ensure that tax rates and revenue allocations are accurate and up to date.

We work in a hybrid setting where employees are allowed to work from home and the office but must reside in the State of Washington. The expectations of any in-office work (Tumwater Washington) will be worked out between you and your supervisor.

Duties

In this position, you can expect to:


  • Work on programming/development and maintenance assignments for new and existing applications.
  • Enhance, create and develop custom GIS web applications, scripts, spatial data and layers using multiple customizable off-the-shelf (COTS) tools, development languages and scripting languages.
  • Use C#, ASP.NET, MVC, ADO.NET, Entity Framework, WCF, Java, JavaScript, JQuery, HTML, CSS and Transact SQL as needed to write and debug web applications, services and batch jobs.
  • Use REST and SOAP services.
  • Perform reviews and updates of GIS systems, configurations, applications and layers as necessary.
  • Compose and maintain documentation of new and existing GIS applications, spatial data and procedures.
  • Solicit user requirements and develop applications to meet business and agency needs.
  • Analyze and propose new databases, data sets or features based on industry and technology best practices.
  • Work with and support ESRI ArcGIS Enterprise and ESRI ArcGIS Online data and applications using Rapid-Application-Development methodologies and Application-Builders.

Qualifications

Who should apply? Professionals with:


  • At least four (4) years development experience with Microsoft. Net, JavaScript, CSS, C#, HTML, Python, PowerShell development languages.
  • At least four (4) years progressive experience working with ESRI ArcGIS Enterprise and/or Online in building and hosting applications and data.
  • At least two (2) years progressive experience with SQL Database tools such as MS SQL Server or Oracle.
  • Proficiency with MS Office Software products such as Word, Excel, Outlook and PowerPoint.
Preference may be granted to candidates who also have associate degree in Geographic Information System (GIS) or related field.
