UN Women’s work in humanitarian action is guided by global norms and standards and UN Women’s humanitarian strategy. In the framework of UN Women’s humanitarian strategy and its cooperation with OCHA and humanitarian clusters, UN Women continues to develop knowledge products and analysis documents to inform the work of humanitarian actors while providing technical support to different humanitarian sector/cluster partners in translating the global commitments on gender into tangible action

Women- Led Organizations and Women’s Rights Organizations (WLOs and WROs) are still not adequately represented or participate in humanitarian response coordination and programming. WLOs and WROs should be included in humanitarian action given their important role in ensuring women’s access to humanitarian services and protection form all types of violence.

Against this backdrop, UN Women is planning to bring on board a Gender in Humanitarian Action Trainer (consultant) to develop and deliver a capacity building programme in collaboration with humanitarian partners and UN Women Palestine Office. This training programme aims to build the capacity of humanitarian actors and partners including Palestinian WLOs and WROs, humanitarian sector members, and humanitarian gender focal points The training programme will be based on the Inter Agency Standing Committee (IASC) Gender in Humanitarian Action (GiHA) Handbook, which consists of 9 modules and will be informed by other capacity building efforts conducted by Palestine country office. The main objective of the training is to provide participants with a comprehensive understanding of gender equality and the empowerment of women and girls (GEEWG) and its meaningful integration in humanitarian action.




Duties and Responsibilities


Under the overall guidance of UN Women Special Representative, and the direct supervision of UN Women Programme Management Specialist in Gaza, the Consultant will work closely with UN Women team to undertake the following tasks:

  • Develop the methodology of the assignment, including all activities envisaged; and submit a detailed training programme for different audiences based on the 9 modules of the IASC GiHA Handbook in addition to deep-dive sessions on some topics that will be suggested by UN Women including sex and age disaggregated data.
  • Design and conduct two training courses; one in the West Bank and one in Gaza (a 5-days in-person each) for selected number of WLOs and WROs representatives on Gender in Humanitarian Action.
  • Design and conduct two training courses; one in the West Bank and one in Gaza (2 days in-person. Each) on Gender in Humanitarian Action for Humanitarian Cluster Coordinators and selected cluster members; then co-facilitate two online consultations/clinic sessions (3 days each) for cluster coordinators and Gender Focal Point staff in collaboration with humanitarian experts, assigned by UN Women Palestine.
  • Design and conduct two training courses; one in the West Bank and one in Gaza ( 5 day in-person training each) for Gender Focal Points, serving different humanitarian clusters.
  • Conduct a half-day capacity building/briefing session on concepts of Gender in Humanitarian Action (GiHA), proven approaches to effectively mainstream gender in organizational processes, and unfolding grassroot potential for UN Humanitarian Country Team (HCT) members.
  • Prepare training materials and visual aids, including presentations, handouts, and group activities.
  • Ensure the training sessions are interactive and highly participatory, incorporating different learning methods such as lectures, group discussions, and practical exercises.
  • Evaluate the training programme through pre and post-training assessments and provide recommendations for improvement.
  • Deliver a final report providing a summary on carried out activities, achievements, challenges and opportunities/recommendations for the full integration of Gender Equality and the Empowerment of Women and Girls (GEEWG) into humanitarian programming and policy in Palestine Territory.
  • Consult with UN Women’s team throughout the assignment and address UN Women’s feedback on all deliverables.


  • Deliverables*


    The following are the deliverables for the assignment:

    • An inception report that includes methodology and comprehensive training plans that include all the trainings and the material for different audiences.
    • A final report on the training courses, including inputs from participants, and the resulting outcomes.
    • All deliverables will be reviewed and cleared by the task manager.

Education


  • Advanced degree in Gender Studies, International Development, Humanitarian Action, or a related field.


Experience


  • At least 5 years of relevant experience in the design and delivery of capacity building programmes, especially in the area of humanitarian/relief, gender equality, gender mainstreaming, and peace building
  • At least 3 years demonstrated international working experience in in developing and delivery of various types of gender trainings and capacity building programmes
  • At least 2 years of relevant experience in the humanitarian context in Palestine and with WLOs and WROs in the field of humanitarian and relief work would be an asset.
  • Previous work experiences with UN agencies and/or other international organizations would be an asset;


Language Requirements


Fluency in English and Knowledge of Arabic is an asset.


Evaluation criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to the shortlisted candidates.

Candidates should have the ability to quickly submit degree certificates and medical certification (of good health).

Evaluation of applicants:

Candidates will be evaluated based on the applicants’ qualifications mentioned above and the cumulative results of the technical evaluation and interview. A contract will be awarded to the individual consultant who scores the highest score out of 100. Below the scores for evaluation:

Technical evaluation: 70 points

  • Advanced degree in Gender Studies, International Development, Humanitarian Action, or a related field (10 points)

Financial Evaluation: (30%) – max. 30 points

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
