This vacancy is the result of temporary funding through the Elementary and Secondary School Emergency Relief Fund (ESSER). The duration of the funding means the position is temporary and will last for one year only. Hired candidates may be excessed or non-renewed from the position for the following school year.

Reports to: Director of Central Staffing

Position Description:
The Human Capital Manager works as part of the team to provide central office departments with hiring and retaining the best talent. Under the supervision of the Director of Strategic Staffing, the managers will provide staffing support to a portfolio of departments, manage one or more coordinators, and lead one or more staffing-related projects.

This position works closely with central office department managers and executive staff to proactively assess performance related human capital needs and implement actions that effectively develop and leverage organizational talent. Travel is required approximately 20% of the time.

Responsibilities:

Direct Central Office Department Support
    Support central office department heads in the planning for and assignment of staff, including projected vacancies, excess and transfer actions, and other HC implications of the department’s budgetary and staffing decision-making
    Plan, schedule, prepare for and lead annual Probable Org meetings
    Prepare reports for department heads and executive cabinet to keep them apprised of HC needs and staffing issues; utilize data to make informed decisions and support hiring managers in HC management
    Establish and maintain a strong, positive working relationship with central staff to support induction, retention, development and performance of high-quality candidates
    Assist hiring managers in analyzing relevant human capital (HC) data regarding turnover, absenteeism, and other significant levers in improving workforce excellence
    Utilize accountability processes to promote continuous district improvement
    Support in reviewing compensation requests for central office based positions
    Review and revise job descriptions for central office positions; cross-referencing against collective bargaining agreements to ensure alignment with union duties
Project Management
    Guide policy development for central office organizational changes
    Collaborate across departments to research and create models of efficient and effective staffing
    Collaborate with HC leadership to identify projects that align with district-wide priorities related to staffing
    Support current staffing systems and processes and make improvements as necessary
    Identify the need for and build tools to increase efficiency in HC processes for central office departments
    Respond to posting requests submitted via Central Office Vacancy tracker, submitting new job descriptions and re-ratings to Compensation Review Team for review
    Adjust assigned bands and grades in job descriptions based on decisions made by Compensation Review Team
    Collect and analyze data to inform effectiveness of staffing supports
People Management
    Supervise, coach and develop one (or more) staffing coordinators
    Provide and receive coaching and feedback to improve overall team performance
    Build strong team culture

Qualifications - Required:
    Bachelor’s degree OR equivalent professional experience in school district/HR setting, project management or related field
    Robust problem solving skills and the ability to act decisively
    Experience managing projects
    Strong verbal and written skills
    Strong interpersonal skills
    Ability to work collaboratively as a team member
    Current authorization to work in the United States
Qualifications - Preferred:
    Experience using a variety of technology
    Previous labor relations, bargaining unit contract interpretation and compliance experience preferred
    Prior management experience
    Professional human capital related experience
