The Field Services Equity Consultant works with local governmental and non-governmental stakeholders to make high-quality HIV linkage to care and prevention services available and accessible to Black and Hispanic/Latina/o/x and other residents of Washington State, as well as other people living with HIV.

These services include testing and screening, partner services and linkage to and retention in medical care and treatment. The Equity Consultant helps Black and Hispanic/Latino/a/x and other people living with HIV (PLWH) in the state of Washington access medical care to reach viral suppression. This will improve individual health outcomes and prevent transmission to others, since undetectable equals untransmittable (U=U).

In this process, the Field Services Equity Consultant will conduct partner services interviews with Black and Hispanic/Latina/o/x and other people living with HIV (PLWH), notify their contacts of potential exposure, and provide testing or refer contacts to testing, treatment and/or preventive services as necessary.

This work will be documented in multiple data systems, such as PHIMS-STD and PROVIDE. The Equity Consultant will work closely with field services consultants, the Data to Care (D2C) coordinator, LHJ staff, peer navigators, case managers, HIV medical care providers, and others who serve Black and Hispanic/Latina/o/x and other PLWH to build relationships and processes that support desired outcomes for this population.

The Field Services Equity Consultant works within the Sexual Health and Prevention Section of the Office of Infectious Disease (OID) in the Disease Control and Health Statistics (DCHS) Division. The mission of this division is to work within the governmental public health system and with other public health and healthcare partners to implement public health programs, take public health actions, develop public health policy, and conduct assessment activities to improve the health of the people of Washington.

This Health Services Consultant 2 project position is currently funded through June 30, 2024. The incumbent must be based within one of the following counties:
Adams, Franklin, Benton, Walla Walla, Columbia, Garfield, or Asotin. This position primarily works from home and conducts fieldwork within the assigned region.

What you will be doing:
  • Conduct surveillance investigations to identify new cases of HIV, including reports from medical providers, community-based testing, and field investigation reports (FIRs).
  • In collaboration with supervision, field services consultants and HIV Community Services staff, prioritize workflow to assign cases of HIV in people who are Black or Hispanic/Latina/o/x first, to bring redress to existing health disparities.
  • Locate clients for interview and referral.
  • Alone or in collaboration with peer navigators and/or case managers, through client-centered counseling, assess client-level barriers to linkage and retention in HIV medical care and identify appropriate referrals and ways to address barriers.
  • Provide client-centered education related to HIV disease, medical care, medications and risk reduction by providing culturally appropriate and accurate information to Black and Hispanic/Latina/o/x and other clients about living with HIV, preventing further transmission, the benefits and challenges of HIV medical care and treatment, and available services and how to access them
  • Alone or in collaboration with peer navigators and/or case managers, assist PLWH in need of services in accessing services to which they have been referred, including transporting them or accompanying them to appointments to ensure initial engagement and clear handoff of services.
  • Refer contacts at high risk of HIV acquisition to services leading to PrEP initiation.
  • In collaboration with supervision, field services consultants and HIV Community Services staff, prioritize workflow to assign cases of HIV in people who are Black or Hispanic/Latina/o/x first, to bring redress to existing health disparities.
  • Staff cases with care services agency staff members when PLWH fall away from services or care.
  • Conduct partner services investigations, including partner services interviews and partner or contact notifications.

Required Qualifications
Option 1: A Bachelor’s degree or higher.
Option 2: Four (4) or more years (full-time equivalency) of experience providing volunteer service to people living with HIV or hepatitis C.
Option 3: Two (2) or more years (full-time equivalency) of experience providing public health program service, at the state or local level or with a community-based organization.

AND

Experience in the following:
  • Lived experience, which may include one or more of the following: Experience living in Black or Hispanic/Latina/o/x communities; living with a complex or significant health condition or navigating the health care system; experience assisting members of Black or Hispanic/Latina/o/x communities with complex or significant health conditions as they navigate the health care system.
  • Performing or receiving STD/HIV partner services per CDC and Washington state guidelines.
  • Providing educational presentations to members of the public and/or medical providers.
  • Effectively communicating, orally and in writing, with diverse audiences.
  • Effectively using MS Word, Excel, PowerPoint, and Outlook.

Conditions of Employment/Working Conditions
