Environmental Quality Specialist - Street Transportation Department
Job description

The Environmental Quality Specialist will serve in the Office of the City Engineer’s Environmental Services Section and ensure compliance with local, state, and federal regulations for the city-wide operations. This position will interact with regulatory and compliance agencies and communicate requirements for City projects.
Responsibilities include:
- Overseeing professional service and contractor contracts.
- Reviewing estimates and reports.
- Conducting in field project work.
- Assisting in developing curriculum and training staff on regulatory compliance and reporting.
- Interpretating of rules and policies and compliance reviews.
- Providing consultation processes relevant to projects with federal funding, permitting, and approvals.
- Managing and coordinating environmental, technical, and regulatory work with other City departments, regulatory agencies, and other entities.
- Providing project management.
- Overseeing contracted consultant and contactors on project sites.
IDEAL CANDIDATE
The ideal candidate will possess the following:
- Working knowledge of various environmental regulations including but not limited to the NEPA Process.
- Knowledge of EPA AHERA, OSHA Asbestos regulations, and NESHAP regulations.
- Knowledge of EPA/HUD Lead regulations.
- Knowledge of Due Diligence process, i.e., Phase I, II, III ESAs.
- Knowledge of Clean Air Act, Clean Water Act, and Threatened and Endangered Species
- Proficient in Adobe Acrobat, Excel, PowerPoint, and Word.
SALARY
$58,032.00 - $88,379.20 annually. Candidates may be hired up to $88,379.20 depending upon qualifications.

Additionally, effective 10/1/2022, Paid Parental Leave is now offered to eligible employees up to 480 hours (12 weeks) of paid leave for the birth, adoption or foster care placement of a child during a 12-month period.

Pension Information
MINIMUM QUALIFICATIONS
- Two years of professional level experience in the field of ground or surface water, air, or soils management.
- Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Professional level experience in program-level environmental management.
- Experience writing and reviewing scopes of work, standard operating procedures, reviewing construction plans, reviewing, and writing technical reports, reviewing cost estimate and invoices.
- Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
