SALARY: $40,589.00 - $64,385.00 Annual
Overview
The Baltimore City Office of Emergency Management is seeking an entry level planner to join its planning team. Qualified candidates will have at least internship-level experience in either public policy and administration, public safety, emergency management, or other relevant experience; possess excellent analytical, communication (written and oral), organizational, and problem-solving skills. Experience with Continuity of Operations Planning (COOP), Emergency Operations Planning (EOP) or mitigation planning is preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential Duties and Responsibilities (not inclusive)
  • Represents Baltimore City and the Office of Emergency Management by participating in or attending local and regional meetings, attending working groups, committees, advisory groups, and trainings.
  • Works on revisions and updates to various departmental and city plans and related functional annexes, such as, emergency operations plan, continuity of operations plan, or flood annex.
  • Collaborate with local and regional organizations, businesses, government agencies, etc., to ensure a comprehensive and inclusive approach to emergency planning.
  • This is an essential position requiring staffing of the Emergency Operations Center for planned and no notice events, which may include evenings, weekends, holidays for up to 12-hour shifts.
  • May require on-scene coordination of resources and city agency responses.
  • Provides staff support and project management for assigned departmental projects.
  • Assists in developing and distributing emergency preparedness information and critical emergency information during activation and responses.
  • Assists in the management of and content updates for the agency website and social media platforms.
  • Assists in the management of departmental grant funding as required/assigned.
REQUIRED KNOWLEDGE, SKILLS AND RESPONSIBILITIES
A qualified candidate should have:
Prior knowledge of Emergency Management, including Incident Command System certifications in ICS-100, 200, 700, and 800.
Excellent writing skills with experience in writing plans and reports.
Excellent communication skills and the ability to to effectively facilitate meetings and conduct presentations in an engaging way.
Ability to work autonomously with initiative, critical, and creative thinking.
Ability to collaborate, develop partnerships, and work effectively as a team member.
Experience managing the implementation of multiple overlapping projects.
Ability to create measurable objectives and gather, analyze, and interpret data.
Experience utilizing a computer and relevant software applications, including Office 365
OEM is seeking candidates with the following specialized skills/abilities:
  • Experience in data collection, analysis and visualization.
  • Knowledge of GIS techniques and map preparation, skills in preparing documents and maps electronically, creating databases, and updating data layers.
EDUCATION, LICENSURE & EXPERIENCE REQUIREMENTS
Bachelor's degree in Emergency Management, Planning, Management, Public Administration, or related fields.
1-2 year's experience in an emergency management role conducting emergency operations and developing emergency plans.
