This position is assigned to the Office of Accounting Services (OAS) Payroll Services section, which has the responsibility to ensure the efficient, accurate, and timely delivery of payroll and accounting for payroll and benefit activities. The position serves as one of the Principle Assistants for payroll to the Payroll Manager (WMS03). This position serves as an expert in the specialty area of payroll at Department of Social and Health Services where complexity is increased because of the number of facilities, compliance with FLSA, CBA, legislation and changing requirements involved in addition to paying over 16,000 employees on a semi-monthly basis. This position also supervises a team of journey level professional accounting staff who lead the agency’s payroll, benefits and accounting for these in alignment with GAAP, RCWs, WACs, CBAs, DSHS Administrative Policies and other compliance guidelines and procedures.
Some of what you’ll be doing
Supervise a team of journey level professional accounting staff. Plan, organize and lead the work performed within the Payroll Unit to ensure compliance with federal, WACs, RCWs, and CBAs rules and state and agency payroll accounting rules, regulations and policies.- Provide technical and professional guidance to Payroll Staff on payroll procedures, instructions and direction regarding complex situations which impact payroll and benefits, including out of state payroll taxes.
- Perform semi-monthly, monthly, annual, and bi-annual payroll including: oversee the HRMS Payroll exit process, assure all reports are distributed timely and worked completely. Reviews, audits and assures completion of all processes before each day 3 is concluded for semi-monthly payroll. Assists agency analysts with resolution and corrections.
- Ensures semi-monthly payroll is executed accurately and timely in the most efficient manner possible using existing resources.
- Reviews General Ledger’s reconciliations for accuracy and continuity. Maintain GL’s current and keep Payroll Manger informed of current status of General Ledgers monthly.
- Train staff on reconciliation of the Payroll Revolving Account (Fund 035) accounting for over $1 billion dollars annually.
- Plan, develop and implement all payroll processes and fiscal programs at the agency which are designed to enhance effectiveness, implement internal controls, provide needed services and assure conformance with the laws and public policies.
- Partners to revise, formulate and develop processes, procedures, and guidelines pertaining to management of payroll processes and accounting functions.
- Provide professional technical expertise regarding Payroll, performance measures, and cost analysis. These assignments are intended to enhance OAS’s ability to provide guidance and policy to the DSHS administrations regarding accounting and payroll matters.
- Train staff on calculation and collection of out of state payroll benefits and taxes in coordination with Central Operations, as appropriate.
- Perform research and upon identification of needs, work independently and collectively with Payroll leadership to establish data criteria.
- Perform research on projects assigned from executive management and provides extensive detail and technical review of payroll accounts to Payroll Manager.
- In coordination with other Fiscal Analyst 5s in payroll, coordinate the calendar year close procedures for DSHS payroll, performing year end analysis for DSHS Fund 035 and subsidiary general ledgers, taxations, yearend manual supplemental payments and other accounting transactions originating in the payroll section.
- Professionals with a Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and four to five years of relevant professional experience
- Professional experience may substitute for education but not for the credit hours
- A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
- Maintain a professional work attitude and highly ethical standards is a requirement.
- Knowledge of accounting principles, methods, practices and their application to State accounting, payroll and benefits; principles of governmental accounting purposes and methods of internal control; financial records, reports, offices practices, training and supervisory principles and techniques, modern office management methods, automated accounting systems, SAP GUI, Workforce and appropriate quarterly filings.
- Employee must have two years of experience and knowledge of the current state payroll system (SAP GUI). Knowledge of payroll tax procedures, ability to communicate, interpret and apply verbally and in writing Federal and State statutes, WAC, RCWs, DSHS Administrative policies as well as rules, regulations, policies and procedures in addition to the Collective Bargaining.

- Demonstrate leadership qualities and the ability to oversee, direct and audit the work of others
- Experience and proven ability to establish effective procedures dealing with financial record-keeping systems and to prepare comprehensive, complex financial reports
- This position is considered an emergent position and may be required to report to different locations on short notice.
- This position works in a hybrid model and is required to work part-time in a high-volume / high-stress office environment and part-time from their home. Overtime may be required as requested by supervisor or manager.
- This position works primarily on a computer and attends meetings.
- This position is expected to work M-F/8-5 unless agreed upon otherwise with supervisor.
- Incumbent must hold a valid driver’s license when operating a state or privately owned vehicle on official state business. Incumbent must also comply with Washington State’s liability laws when operating a privately owned vehicle on official state business.
