Summary:


Responsible for the oversight of safety and security operations for the division to include threat assessment protocols/process, school resource officer interactions, school safety alert system (Raptor), and other proactive measures to ensure school safety throughout the division.


Qualifications:

  • Bachelor’s Degree from an accredited college or university, in a related field or education.

  • Five (5) years of experience in a related field such as, school safety/security, security plans, crisis management plans, law enforcement, and emergency disaster response plans.

  • Comprehensive knowledge of laws, rules, and regulations school safety and law enforcement.

  • Ability to communicate effectively, both orally and in writing.

  • Leadership qualities and personal characteristics necessary for working effectively with all categories of employees and the public.

  • First aid certification

  • Valid Virginia Driver’s license

  • Completion of a Department of Criminal Justice Services School Security Officer Certification Training course within 60 days of hire date

Essential Duties:

Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.

  • Consult with students, parents, and administrators on disciplinary issues when action is necessitated beyond the school division level.
  • Communicate with the division’s legal counsel, as needed, to ensure compliance with existing federal and state guidelines and statutes.
  • Manage School Board Office operations to include supervision and oversight to school safety and security analyst, couriers, front reception desk, and SBO custodians.
  • Serve as the primary coordinator of school safety and security operations for the division.
  • Build and maintain relationships and partnerships with key intergovernmental stakeholders, including law enforcement organizations, and the community at large.
  • Review and recommend revisions of School Board policies and budget initiatives affecting school safety and security.
  • Coordinate completion and compliance with state mandates around surveys and safety audits.
  • Plan and implement quarterly school safety training.
  • Work with the central office and school administrators on school safety and security issues.
  • Serve as a member of the Division Command Post for Crisis Management and the FCPS Health and Safety Committee.
  • Oversee and maintain the School Security Officers certification process.
  • Monitor and maintain safety drill records for each school to meet Virginia Code.
  • Implement and train schools on Standard Reunification Method (SRM), Standard Response Protocol (SRP).
  • Manage and train schools on the school division’s safety and security alert system.
  • Oversee the threat assessment process and collaborate with student services on any training and support of staff.
  • Establish regular safety and security meetings with Frederick County Public Schools and Frederick County emergency personnel to establish safe practices and procedures.
  • Establish regular meetings with building level administrators on training on all safety procedures.
  • Conduct a yearly meeting with the board, in close session and the larger meeting, to discuss updates to our current practices as permitted by law.
  • Administers security policy, procedures and programs to ensure effective and professional security operations throughout the division.
  • Is the primary school division representative for all county emergency management operations and functions, including serving in the Emergency Operations Center during disasters and crises.
  • Conduct Threat Risk & Vulnerability Assessments each school year in collaboration with the Frederick County Sheriff's Office and make recommendations for security enhancements.
  • Identify security hazards, criminal trends and terrorist risks and make recommendations for effective mitigation strategies.
  • Develop and maintain close working relationships with the school principal/designee and facility managers within the division to ensure that security initiatives are undertaken in support of efficient operations of schools and facilities.
  • Develop and maintain relationships with national, state and local law enforcement and emergency management agencies, and appropriate private sector counterparts to promote effective information sharing and mutual support.
  • Support the division schools with the development and implementation of recommendations for updates to the crisis management plan, flip charts and manuals with respect to security requirements and best practices.
  • Regularly review and update security plans with each school threat assessment team in order to respond to any perceived or real threats to schools and facilities.
  • Assist with specific annual security services budgets tied to individual school requirements based on crime prevention evaluations and recommendations for improvement.
  • Provide subject matter and technical expertise with respect to existing and new security systems such as access control, visitor management systems and CCTV systems.
  • Manage and/or direct resources in security related threat assessment investigations with due consideration to confidentiality, legislative and regulatory requirements.
  • Provide guidance during critical incidents while employing the principles of established incident management practices.
  • Act as an in-house security advisor.
  • Assist staff in identifying, developing, implementing and maintaining security processes, practices, and policies throughout the division to reduce risks, recover losses, respond to incidents, and limit exposure and liability.
  • Participate in industry seminars and planning associations and make recommendations to improve security operations and policies accordingly.
  • Develop procedures and protocols to prepare for, prevent, respond to and recover from emergencies and maintain the division Crisis Management Plan, and ensure each building has their own crisis management plan.
  • Identify legal issues or concerns and research and implement solutions.
  • Research and apply for appropriate grant opportunities.
  • Participate in training and professional development to increase individual skills and proficiency related to the assigned duties.
  • Develop and implement prevention strategies in an effort to minimize the likelihood of school violence.
  • Make presentations to various community groups and organizations about school safety and security.
  • All other duties as may be assigned through the Assistant Superintendent for Administration.

Pay Rate:

The salary range is $84,375 - $139,144
