Purpose of Classification:

The purpose of this classification is to manage operations and multifaceted programs and services within the Office of Workforce Development in compliance with the local, state, and federal objectives, rules, and regulations. Responsibilities include managing assigned staff, developing program goals and objectives, conducting long-range program planning, and developing and implementing policies and procedures related to program activities.

This position is responsible for the strategic direction, management and oversight of 3 Workforce Innovation and Opportunity Act (WIOA) - funded WorkSource/Career Centers (Adamsville, South Fulton, and North Fulton), Veteran and Youth Programs, DOL grants, and specific County and Sector grants. Services are delivered under approximately 30 contracts from 3 locations with nearly 50 staff members.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.

Administers Workforce Development activities: develops short and long-range program goals and objectives; interprets and complies with federal and state regulations for the WIOA program; creates, develops and improves program strategies to enhance program delivery; collaborates with the Georgia Governors' Office of Workforce Development.

Represents Fulton County and participates in local, state and national meetings; prepares and presents minutes, agendas, reports/information to Fulton County Board of Commissioners, Fulton County Workforce Investment Development Board of Directors, Board Development Taskforce, Visibility and Influence Taskforce, Quality Assurance Taskforce, Youth Council and Governors' Office of Workforce Development, and meeting with other businesses/partners.

Develops and monitors assigned program budget(s): reviewing previous yearly expenditures, and determining budgetary needs for staffing, supplies, equipment, services, and/or capital improvements; approves equipment and training requests for staff; manages budgetary levels for all grants; monitors expenditures to maintain compliance with WIOA regulations and approved County budget; and approves program expenditures prior to submission for payment.

Administers various grants as required: researches grants and funding opportunities that address issues facing job seeking citizens of Fulton County; completes program applications; ensures proper documentation to comply with grant requirements; and administers grant funds.

Establishes and implements program policies, procedures, and standards consistent with all Workforce Investment Act performance measures: develops measurement tools to evaluate program impacts and effectiveness; reviews and approves program performance measures; and completes reports requested from the Director, County Manager and/or Board of Commissioners.

Serves as a County liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; collaborates with partnering divisions, departments and outside organizations to share resources and host community events; promotes Office Workforce Development programs and services to the public and official/ potential stakeholders through presentations, and television and radio interviews; and answers inquiries from the media and other organizations.

Participates in the development of specifications for Requests for Proposal (RFP), grants, and program funding sources.

Participates in the selection of contractors: determines fund allocations, level of service, contract performance evaluations, and contract compliance; and resolves issues related to service contracts.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various letters, correspondence and documentation, including timesheets, requests for leave, attendance records, purchase requisitions, WIOA Quarterly Performance and Career Center Report, and general fund and WIOA budgets; reviews, completes, processes, forwards or retains as appropriate.

Prepares or completes various forms, reports, correspondence, and other documentation, including Workforce Development Program Reports, Board of Commissioner's agenda items, policies and procedures, action plans, performance indicators, and corrective action plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to programs serving the workforce development needs of Fulton County citizens; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Additional Functions:

Ability to champion innovative ideas, proactively seek out opportunities and employ critical thinking skills to negotiate solutions/partnerships.
Strong networking skills. Candidate has the ability to develop strong relationships quickly with existing education, business, city, and community leaders. Existing contacts and networks in this area is a plus.
Experience in writing and managing grants is desired.
