The Office of General Counsel of ST Engineering iDirect (iDirect) is seeking a self-motivated Trade Compliance Officer to provide leadership in US and global trade compliance. This person will report directly to the Vice President of Trade Compliance. There are exciting, rewarding challenges ahead as well as a bright future in this role as iDirect continues to globally expands products and technologies governed under the International Traffic in Arms Regulations (ITAR) to compliment our satcom products and technologies under the jurisdiction of the Export Administration Regulation (EAR).

The fast pace, dynamic, and collaborate culture of iDirect will have the Trade Compliance Officer working closely with a wide range of people and departments in the US and abroad throughout our organization such as, but not limited to, sales, sales operations, global supply chain, engineering, and finance.
Responsibilities:
  • 5+ years related work experience in trade compliance for an international company, preferably selling telecommunications equipment.
  • Flexibility to work seamlessly with a global sales team in different time zones.
  • Demonstrated ability to solve complex trade problems in a collaborative manner meeting both regulatory and operational requirements. Strong technical expertise in trade compliance with in-depth knowledge of US Trade regulations, especially ITAR.
  • Must have strong meeting presentation, writing and organizational skills with proven ability to communicate with directors and other executives.
  • Prior experience developing, writing, and implementing policies, processes and procedures required.
  • Experience with the Bureau of Industry and Security (BIS) SNAP-R program and the Directorate of Defense Trade Controls (DDTC), Defense Export Control and Compliance (DECCs) program.
  • Export licensing experience with category 5 parts 1 and 2 on the Commerce Control List (CCL) preferred.
  • Experience with licensing, commodity jurisdictions, and agreements in categories XI and XII of the United States Munitions List (USML) preferred.
  • Knowledge and understanding product classifications of Export Commodity Control Numbers (ECCN), United States Munitions List (USML), Schedule B Numbers and Harmonized Tariff System (HTS) is a must.
Qualifications:
  • Primary responsibility of the Global Trade Compliance Officer is company compliance with the ITAR.
  • Compile, organize and process data specific required for Advisory Opinions, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA), Warehouse Licensing Agreements (WLA), and DSPs.
  • Assist in evaluating, processing, submitting and follow up corrective actions for Voluntary Disclosures.
  • Review and assess potential sales opportunities for compliance with trade regulations.
  • Review and assess customer purchase orders for compliance with trade regulations.
  • Monitor and evaluate results of iDirect’s Prohibited Party screening program.
  • Research regulations, global standards and best practices, and recommend policies for US and global trade compliance. Devise, write and implement policies which meet regulatory and operational requirements.
  • Liaison with new product development groups to determine the export control status of new products and part types. Partner with engineers to determine the correct US Export jurisdiction and classification for new products, software, and technologies.
  • Manage and support all government, internal and other trade compliance audits impacting US export, import activities. Work with internal stakeholders, consultants, and auditors to meet audit requirements and ensure accurate information is provided. Drive closure of findings and completion of corrective actions.
  • Support mergers, acquisitions and divestitures. Perform US export compliance risk assessments, recommend actions and execute agreed upon action plans.
  • Assist in developing employee training on compliance policies, practices, and reporting systems.
