Department Overview:
The director position develops, oversees, and may help facilitate two critical forums for much of the ambulatory work - OHSU’s Practice Optimization series and the Ambulatory Briefings. Practice Optimization focuses on the targeted strategic implementation of goals derived directly from the “ambulatory onward” document and occurs six times annually. Practice Optimization and Ambulatory Briefings require engagement and robust participation from practice management dyads (practice managers and medical directors).
This position also oversees strategic initiatives in ambulatory not associated with the ambulatory strategic plan. These may be short-term projects spanning from operations and financial management to quality improvement. In addition, this position oversees data submitted to Vizient’s Quality and Accountability Dashboard and will play a future role in developing the ambulatory patient care and safety infrastructure, processes, and ongoing alignment and integration with organizational healthcare priorities.

As The Director of Ambulatory Operations & Implementation, you are responsible for implementing the OHSU Health ambulatory strategic plan. The strategic plan includes strategic, operational, and quality goals and projects. The Director leads these efforts under the direction of the Vice President of Ambulatory Care, jointly with the OHSU Director of Quality & Safety Management. The Director ensures that all projects associated with the strategic plan have the elements needed for successful execution, including an associated charter, process owner, project manager, success metrics, and an agreed-upon timeline. The Director leads the OHSU Ambulatory Strategy Committee, where these projects are all vetted. The Ambulatory Council ultimately governs the work.

Two 2025 Clinical Enterprise Objectives are ambulatory expansion and Optimizing Clinical Operations. As we marry this work with the FY23 Improving Financial Performance (IFP) work, we have an opportunity for you to assist us with the successful management and ultimate landing for a complex timeshare (9+ specialties) as well a clinic that is a unique external partnership to provide tertiary wound care services.
Function/Duties of Position:
Leadership:
- Oversees implementation and management of strategic initiatives associated with the Ambulatory Onward document for Ambulatory Services. This includes identification of projects/initiatives, overseeing project management activities, identifying process owners and project management resources, ensuring project timelines are met, and ensuring that updates on initiatives are on the agenda for the Ambulatory Strategy Committee and Ambulatory Council.
- Manages the agenda and portfolio for topics to be covered at Practice Optimization and Chairs the Practice Optimization Steering Committee
- Content expert for Vizient Accountability and Quality Dashboard. Manages content integrity, ensures that results are communicated out to appropriate bodies within OHSU, and ties performance on the dashboard to system-wide and departmental initiatives.
- Manages ambulatory practice management and resources for improvement projects not associated with the ambulatory onward or other strategic portfolios.
- Ensure tactics have defined scope, timeline, and investment requirements. Advocate for adjustments to ensure successful execution.
- As necessary, develop project-level governance structures and/or implementation infrastructure for site-based strategies. Ensured shared decision making, championship, buy-in.
- Monitor and manage critical deliverables of the strategic plan.
- Translate strategy into operational tactics and execute tactics to achieve strategic goals.
- Socialize tactics with OHSU executives, lead pro forma development, and advocate for and secure resources to execute operational tactics. Serves as a liaison between Ambulatory Care, ambulatory practices, and other departments – maintains effective working relationships with these constituencies.
- Possesses a solid understanding of Oregon Nurses Association (ONA) and AFSME bargaining unit agreements and operates in partnership Human Resources and Labor Relations council.
- Enforces and monitors all OHSU policies/standards.
- Role model professionalism in all interactions.
Quality Management
- Builds and matures ambulatory services, patient care, and safety program infrastructure and processes with ongoing alignment and integration with organizational healthcare quality & safety priorities.
- Provides a consistent voice that promotes ambulatory services, patient care, and safety across settings and services.
- Promotes a culture of safety and applies system and risk-based thinking in daily practice.
- Serves as liaison between ambulatory care, ambulatory practices, OHSU Quality Management, and other departments, maintaining effective working relationships with these partners.
- Provides timely communication of high-risk safety events or quality concerns to ambulatory senior leaders and OHSU Director of Quality & Safety Management
- Analyzes informs and tracks the Ambulatory OPEx Plan in collaboration with the VP of Ambulatory and Sr. Associate CMO for Ambulatory
- Serves as the content expert for the Vizient Ambulatory Quality & Accountability Scorecard, including managing OHSU’s data submission and assisting in determining performance improvement projects based on the survey results
- Implements service-level or department-specific Performance Improvement projects in alignment with the ambulatory goals. The project should support the mission, vision, and strategic objectives of the Health System.
- Works with the Senior Director of Ambulatory Operations, Director of Ambulatory Nursing, and Director of Primary Care Integration to identify clinical operating metrics that need to be addressed as a one-off project or included in the current fiscal year’s ambulatory onward
- Uses OPEx methodology to improve and evaluate care models.
Compliance & Communication
- Leads the competence of practice staff and their understanding of policies and regulations pertaining to OHSU and patient care services: oversees the provision of care and monitors compliance with organizational and regulatory requirements.
- Maintains the integrity of management and clinical information so that data is available for patient and resource management.
- Adheres to OHSU rules, regulations, and contract agreements.
- Contributes to the formulation of patient care and administrative policies and procedures; communicates and implements them to staff to ensure their understanding and compliance.
- Communicates plans and decisions to practice managers and provides for communication linkages between staff and administration, ensuring the flow of accurate and timely information.
- Monitors compliance of managers and staff with educational objectives.
- Comply with applicable healthcare laws and regulations related to patient billing in a hospital-based clinic. (See also financial management section).
Finance:
- Develops and submits practice budgets to the Vice President of Ambulatory for review and approval.
- Monitors expenditures to ensure compliance within fiscal constraints and explain any variances.
- Reviews and evaluates the allocation of resources to ensure cost-effective, efficient, productive, and competitive operations while maintaining the delivery of quality care to patients.
- Works closely with the Hospital and Department Revenue Cycle Managers to ensure optimum collections through compliant and appropriate pricing, charge master maintenance, referrals/authorization, cash collection, and charge capture, coding and timely submission for all ambulatory practice sites.
- Develops business plans and SBARs for review with the Senior Director of Ambulatory Care for any increase in staffing or programmatic growth.

Required Qualifications:
Education
- Master’s degree in Health Care Administration, Business, Public Health, Nursing, or related field.
Experience
- Five or more years’ progressive healthcare experience.
- Requires strong leadership, creativity, high energy, and a strong knowledge base in ambulatory management, organizational development, managed care strategies, strategic planning, financial analysis, research methodologies, and philanthropic activities.
- Experience in Ambulatory Care, academic medicine
