GENERAL STATEMENT OF DUTIES: To be responsible for the planning and implementation of federal and state legislation, programs, and projects of the Rhode Island Historical Preservation and Heritage Commission (RIHPHC)/agency including the identification, preservation, protection, and reuse of the historic resources of this state; to act with the full authority of the Executive Director in all matters in the absence of the Executive Director; to serve as Deputy State Historic Preservation Officer (pursuant to written authorization by the State Historic Preservation Officer) exercising delegated authority over all federally funded RIHPHC programs and activities pursuant to the provisions of the National Historic Preservation Act of 1966, as amended; and to do related work as required.
SUPERVISION RECEIVED: Reports to the Executive Director (RIHPHC) with extensive latitude for the exercise of independent judgement and action; work is reviewed for conformance with state and federal laws, regulations, rules, and policies as well as RIHPHC internal policies and practices.
SUPERVISION EXERCISED: Plans, coordinates, supervises, and reviews the work of professional and technical staff, including RIHPHC’s National Register of Historic Places, State Survey, Certified Local Government, and Archeology Program staff.

To serve as Deputy State Historic Preservation Officer (pursuant to written authorization by the State Historic Preservation Officer) exercising delegated authority over all federally funded agency programs and activities pursuant to the provisions of the National Historic Preservation Act of 1966.
To supervise staff in the preparation of technical and non-technical reviews containing findings, analysis, evaluations, conclusions, and recommendations relating to the state’s historic properties.
To be responsible for implementing, reviewing, and monitoring more than 140 individual preservation easements/restrictions held by the agency on historic properties in this state.
To be responsible for reviewing and recommending to the National Park Service properties in this state for listing in the National Register of Historic Places and National Historic Landmarks.
To serve as Deputy State Historic Preservation Officer and act as staff liaison to the State Review Board.
To plan bimonthly meetings and carry out administrative tasks for the State Review Board.
To review and recommend approval of applications for annual federal planning grant awards by the agency to Certified Local Governments in the state.
To ensure ongoing, timely updating and implementing of the Commission’s federally mandated State Historic Preservation Plan.
To serve as the Executive Director’s representative to the Rhode Island Emergency Management Agency.
To attend and participate in emergency planning and disaster exercises.
To review and approve applications of state non-profit organizations and local municipalities for state and/or federal grant assistance for the acquisition and/or rehabilitation of historic properties in this state.
To review federal, state, and local projects to identify potentially adverse effects on historic properties in this state, and to make recommendations to the Executive Director, the State Historic Preservation Officer and federal and state agencies and municipal governments for mitigation of said adverse effects.
To assist the Executive Director with the development, implementation, and oversight of this state’s Heritage Programs and activities.
To supervise the maintenance and upkeep in a timely manner of the State Register of Historic Places.
To oversee agency interactions with local historic district commissions and preservation organizations throughout the state.
To review applications for the annual Rhody Awards for Historic Preservation and participate in planning the ceremony at which awardees are honored.
To present at the annual Rhode Island Statewide Historic Preservation conference and represent the agency by lecturing for and making presentations to area university preservation programs, historic district commissions, municipal planning officials, historical societies, and other groups that are interested in federal and state historic preservation programs.
To represent the Executive Director at national meetings and conferences with historic preservation professionals, federal agency representatives, and members of Congress.
To do related work as required.
KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the provisions of state and federal laws relating to the preservation of the state's historic resources and heritage programs and activities; a thorough knowledge of the principles, methods, and techniques applied in the collection, evaluation, organization, and presentation of data and other information for use in agency planning of policies, programs, and projects; a working knowledge of the principles, methods and techniques of community and state planning as they relate to the planning and development of the agency’s programs and projects; the ability to analyze major planning problems and to direct research, survey, and design-review activities for the possible solution of such problems; a working knowledge of state real-property laws and practices, and the ability to apply effectively these knowledges, principles, methods, and techniques; the ability to effectively direct the work of subordinates in the maintenance of the agency’s public relations and publicity activities; the ability to prepare, and to supervise others in the preparation of, clear and technically correct reports containing findings, analyses, evaluations, conclusions, and recommendations relating to the state's historic resources; the ability to plan, coordinate, supervise and effectively evaluate the work of subordinates; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Graduation from a college of recognized standing with a master’s degree from an accredited college or university in History, Architectural History, Archeology, Historic Preservation, Public Policy, Urban Planning/Design, or another historic preservation-related field; and
Experience: A minimum of five (5) years of employment in a responsible technical or administrative position in the field of historic preservation or a related field that involved implementation of programs and projects designed for the identification, preservation, protection, or reuse of historic resources.
Or, possession of a bachelor’s degree from an accredited college or university in History, Architectural History, Archeology, Historic Preservation, Public Policy, Urban Planning/Design, or another historic preservation-related field and at least seven (7) years of employment in a responsible technical or administrative position in the field of historic preservation or a related field that involved implementation of programs and projects designed for the identification, preservation, protection, or reuse of historic resources.
SPECIAL REQUIREMENT: At the time of appointment, must meet the Secretary of the Interior’s Professional Qualification Standards in one of the following disciplines: history, architectural history archeology, or architecture.
