Job description
The NYC DOT Office of the Analytics and Performance Management seeks to hire a Data Engineer to support the Asset Management Unit’s data engineering, analysis and visualization needs. The Asset Management Unit supports the agency's efforts to maintain a safe, resilient, and sustainable transportation network that serves the mobility needs of New Yorkers, as it relates to such critical initiatives as Open Data, Vision Zero, NYC 25x25 and OneNYC sustainability and resiliency goals.

Reporting to the Director for Data Asset Management, the successful candidate will be responsible for creating and maintaining spatial and non-spatial inventories of agency assets. The successful candidate should possess the ability to solve complex data structure needs, code automation solutions using Python or similar languages, create and update back-end tables, and create data visualizations such as web-based maps and dashboards. Experience in front-end development using HTML, CSS, and JavaScript and in regression analysis using R a plus.

Requirements
1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical, or related area; or
2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or
3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.

Responsibilities:
  • Code data visualizations using Leaflet, ArcGIS Javascript API, or other front-end solutions for custom web app creation
  • Code automation solutions that facilitate the capture and maintenance of a spatial and non-spatial inventory of all DOT assets, and all related metadata and data dictionaries using Python
  • Build relationships with data owners, Open Data team and ITT team to ensure public data sources are up to date
  • Creates ad-hoc data-driven web map visualizations and analysis using ArcGIS and open-source software (QGIS, Leaflet, PostGIS, etc.)
  • Prepare metadata and other documentation
  • Perform quality control on existing data, identify data quality issues, and cleanse data
  • Update, maintain, and improve the Asset Management Database
  • Create ad-hoc reports and dashboards using Microsoft Power BI
In addition, the successful candidate will also develop an understanding of current processes to identify problems, determine root causes, and make recommendations for improvements. The preferred candidate must demonstrate strong analytical, communication, and presentation skills; a willingness to increase skill set; and the ability to work in a collaborative, creative, and results-oriented environment and demonstrate flexibility and diplomacy in dealing with and conveying information to agency personnel at all levels.

Preferred Skills

GIS, web mapping, Python, R, Javascript, HTML, CSS

  • Technical proficiency using ESRI ArcGIS, QGIS, Leaflet, and web-based mapping using HTML, CSS
  • Proficiency in Python and JavaScript
  • Familiarity with creating dashboards using Microsoft Power BI or similar
  • Familiarity with creating databases in MS Access and MS SQL a plus
  • Ability to learn quickly and independently, think creatively, and increase efficiency of workflows
