Arcadis is seeking to hire a Contract Support Specialist to join our team of experts located in the New York City Metropolitan Area. The successful candidate for this client-facing role will serve as an advisor to the Chief Procurement Officer, Senior Vice President, and General Counsel for one of Arcadis’ longstanding public sector clients. They will aid in the development of strategy and execution of innovative solutions to streamline the efficiency of public-sector procurement processes for engineering, design, and construction contracts.
This position oversees the administration and processing of change orders on major capital construction contracts and provides advice and guidance with regard to contractor/consultant compliance and entitlement issues consistent with federal and state law, and client polices, procedures, and contractual requirements.
Role Accountabilities:
- Provide guidance and oversight with regard to correspondence with contractors and consultants in connection with contractor notices of change, disputes and claims as well as owner initiated changes.
- Provide guidance and oversight with regard to the drafting of contract modifications, procurement and board staff summaries.
- Tracking and ensuring prompt processing of change orders and preparing regular reports on the status of change orders/modifications for contracts.
- Coordinating the assignments of claims and changes managers and field contract managers.
- Organizing, preparing for, and presenting positions to dispute resolution forums.
- Presenting and explaining claims and changes to senior staff and Board members.
Qualifications & Experience:
- Bachelor’s or advanced degree in Engineering, Construction Management, or Business Administration with completed coursework in claims and changes management
- Strong written and oral communication skills
- Ability to check/cross reference provisions contained on construction drawings and specifications
- Juris Doctorate (JD) with a focus in construction legal principles
- 5-8 years minimum experience with construction project management, quality management, document controls or equivalent experience
- Public procurement experience, commercial market experience a plus
- Awareness of Federal (FTA and FRA), NY State and NY City acquisition regulations
- Experience with drafting and reviewing legal documents
- Familiarity with e-procurement principles / methods
- Interest in small business mentoring programs

The salary range for this position is $82,400 - $142,140
