Contract Analyst

This is a key role for daily administration of Professional Technical Expert (PTE) Contracts for the Bureau of Environmental Services. This group supports our City’s Capital Project design and delivery.
There are currently 50 active contracts for services such as civil, structural, permitting, water treatment, water quality, and habitat expertise. At any given time, approximately 70 task orders are open on these contracts.
We are looking to add a person to our team who is detail-oriented to ensure quality and compliance of budgets, contract terms, change controls, and related contract processes. This position will have specific key tasks assigned to work on independently, under the supervision of the official Contract Manager.
Things you will be doing:
- Contract Administration
- Preparation and QC of contracts, task orders, and change management documents
- Coordination of contractual vs. scope requirements between engineering services and central procurement
- Analysis and QC of rate schedules and fee estimates
- Tracking contract capacity and DMWESB usage
- Invoice Verification
- Reviewing consultant and sub consultant invoices and progress reports for contract compliance
- Tracking of task order capacity against not to exceed limits and project budget
- Analysis of invoice expenditure by tasks and personnel
- Providing training and guidance on contracting related topics to other workgroups
- Monitoring and reporting on consultant/task order patterns, discrepancies, and issues
- Assisting with process improvement related to contracting document standards, templates, teaching materials
Things you will need to know or quickly learn:
- Architecture Engineering Construction (AEC) contracts
- Fee and rate schedule development including net labor multipliers, overhead, and
markups
-Cost Reimbursement, Time and Material contract compensation format and
Sub consultant agreements
-GSA per diem
-Knowledge of Cost Accounting desired, but not required
-Federal Acquisition Regulation (FAR) experience is a bonus
-Analytical, organized, meticulous, with good judgment and decision-making abilities working within prescribed internal procedures and contract guidelines.
-Proficiency in Microsoft Excel, and ability to quickly new applications like project management software
-Good time/workflow management and ability to provide predictable and quick turnaround for weekly flow of contract documents and invoices.
