This position will ensure compliance with U.S. Customs and Other Government Agency regulations. Key responsibilities include administering high-profile programs to maintain trusted trade partner status with US Customs, driving improvements in supply chain efficiencies, and achieving cost savings for imported goods. The role also involves internal reporting, auditing, and maintaining trade services programs. Tasks include reviewing imported goods, accurately applying Harmonized Tariff codes (HTS) and duty rates, conducting entry audits, and reporting essential import data to the leadership team.

ACCOUNTABILITIES

US CUSTOMS AND OGA/PGA REGULATIONS COMPLIANCE

  • Collaborate with internal and external partners to ensure the accuracy and completeness of entries, facilitating their timely release by Customs.

  • Evaluate, monitor, review, and report on eligibility for Free Trade Agreements, FSFE (First Sale for Export) and IER programs.

  • Utilize the Automated Commercial Environment (ACE) for efficient distribution and management of trade-related information.

  • Scrutinize entry documents to ensure accurate valuation, including qualification for First Sale Valuation.

  • Verify product information to ensure compliance with OGA/PGA classification, documentation, and reporting requirements.

  • Analyze entries to identify underlying causes for reported duty variances.

  • Conduct post-entry reviews and submit necessary entry corrections (PSC/PEA's).

  • Maintain import records in accordance with US Customs regulations.

  • Responsively address requests for information from US Customs (CF28/29).

HARMONIZED TARIFF SCHEDULE (HTS) AND OGA/PGA PRODUCT CLASSIFICATION

  • Collaborates with the team to review China Tariff Exclusions and assess Kohl's eligibility.

  • Determines accurate HTS classification and duty rates for directly imported goods.

  • Prepares and submits request letters for Binding Rulings to the US Customs and Border Protection (CBP).

  • Provides HTS codes and duty rates to Product Development, Buying Offices, vendors, and agents for product costing purposes.

  • Offers guidance and recommendations on style development to ensure qualification for lower duty rates.

  • Maintains a comprehensive record of product classification history and relevant data.


PROCESS IMPROVEMENT AND ANALYSIS

  • Identify opportunities for enhancing compliance processes and procedures.

  • Serve as the primary contact for research in the Customs Rulings Online Search System (CROSS).

  • Provide assistance in maintaining Customs Compliance program(s).

  • Update Customs Compliance manuals and develop written desk procedures.

  • Generate weekly, monthly, and quarterly reports and conduct audits on imports and other relevant areas for the Customs Compliance Department.

  • Review billing and create memos for the Trade Services Team/Duty Mitigation.

  • Establish Key Performance Indicators (KPIs) for quarterly review

  • Develop presentations for Broker Management, monitor ISF (Importer Security Filing) compliance, and track external document discrepancies.

  • Conduct operational research to drive process improvements.


BUSINESS PARTNER COMMUNICATION AND ENGAGEMENT

  • Provide guidance to internal and external partners on compliance discrepancies/issues to prevent entry delays or additional costs.

  • Educate internal and external business partners on processes, classification, and documentation requirements, as well as opportunities for duty engineering.

  • Maintain regular communication with Import Brokers, Vendors, and external Legal Counsel to monitor compliance.

  • Participate in the creation and delivery of Customs Compliance training programs for both internal and external business partners.

  • Presentation building for internal trainings


QUALIFICATIONS

REQUIRED

  • Customs Broker License

  • CCS (Certified Customs Specialist)

  • Thorough knowledge of merchandise classification guidelines as per U.S. Customs regulations and the Harmonized Tariff Schedule (HTS)

  • Understanding of the import process and the responsibilities of a Customs Broker

  • Proficiency in Windows software and internal mainframe systems

  • Demonstrated proficiency in verbal and written communication

  • Strong analytical, organizational, and problem-solving skills

  • Meticulous attention to detail and accuracy

  • Ability to work independently and collaboratively as part of a team

  • Bachelor's degree or equivalent experience

  • Retail experience
