Location/Assignment: Chelan, Douglas, Okanogan & Grant Counties

Salary Range: $124,605.00 - $144,506.00 (Level 1)

$128,449.00 - $148,963.00 (Level 2)

Salary based on 260-day position, Salary range dependent upon experience and expertise.

Retirement - Through Department of Retirement (DRS) - SERS plan

Department of Retirement

Vacation - front loaded, max 25 days per year prorated based on start date

Sick leave - accrued at 8 hours per month

GENERAL DESCRIPTION:

This position is a rare opportunity to join an exciting team. The regional Educational Service District 171 (ESD 171, NCESD) is seeking a dynamic team player interested in making an impact in the lives of staff as the Associate Director of HR. The Associate Director of HR provides consulting services to local school districts and is responsible for providing support to the ESD superintendent in the area of human resource management. The Associate Director of HR is part of the administrative team and is responsible for the development of personnel policies and procedures, staff selection, supervision, evaluation and program management.

Qualifications:

Required Education and Experience:

● Bachelor's degree with emphasis in human resource.

● Recent experience in human resources, people management.

● Proven experience in innovative and creative designing of entrepreneurial business development opportunities (services, cooperatives, pools).

● Excellent leadership, interpersonal, oral and written communication and presentation skills; ability to work independently; excellent organizational skills and commitment to follow through on tasks; ability to learn and apply new skills to accommodate changing work environment; ability to positively motivate, lead, direct and collaborate in a team-oriented environment.

● Proven experience providing vision, mentoring and leadership to high performing teams.

● Minimum five years’ experience in management or supervisory position.

● Experience developing and managing budgets and programs.

● Valid Washington State Driver’s License and willingness to travel required.

Preferred:

● Recent successful experience in either regional educational service agency or school district.

● SPHR, PHR or other HR designation preferred.

● Demonstrated experience reporting and presenting to school boards, school administration and other school related audiences.

● Experience building and fostering partnerships, both regionally and statewide, including participation, facilitation, and negotiation of programs and services.

● Ability to work independently under broad organizational guidelines to achieve objectives.

● Ability to set priorities, meet deadlines and schedules, deal with frequent interruptions, and work as part of a team.

Responsibilities:

● Administer a comprehensive human resources program including training, recruitment and selection, employee relations, classification and compensation, evaluations, staffing, updating of job descriptions, job analysis, onboarding, compliance with state and federal regulations, resignations, terminations, etc.

● Manage department employees (e.g., hire, train, supervise, evaluate, provide professional development opportunities, etc.) to maintain staffing levels, enhance productivity and ensure that program outcomes are achieved.

● Provide expertise and support to administrators and directors in dealing with employee relations and performance issues, and evaluations, including development and monitoring of improvement plans and corresponding actions.

● Conduct and/or coordinate and lead compensation surveys as needed.

● Conduct or work with a second party to do investigations as needed.

● Mediate and resolve conflicts related to areas of responsibility which involve staff.

● Serve as the affirmative action compliance officer, ADA compliance officer and manage compliance with the FMLA and FLSA.

● Performs personnel administrative functions (e.g. hiring, onboarding, counseling, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff.

● Read, interpret, and apply rules, regulations and directives, and then communicate such to the appropriate school district personnel in an effective, professional manner.

● Support and assist districts as needed.

● Manage budgets and programs for the ESD and school districts.

● Manage the Unemployment Pool for the ESD and several school districts. Responsible for budgeting, staffing, working with the third-party administrator.

● Manage multiple district co-ops for the ESD and school districts (Employee Assistance Program, Substitute Management System etc).

● Coordinate and collaborate both internally and externally to the organization in order to provide support and grow the services provided by NCESD.

● Maintain knowledge of best practices and current initiatives and inform and disseminate knowledge in the field to local school districts/schools and community partners.

● Maintain integrity and confidentiality of records and employee documentation.

● A new employee is subject to a 180-day probationary period and must be evaluated prior to its end. If work is found to be unsatisfactory, the employee is subject to termination.

● Other duties as assigned by the ESD Superintendent.

Physical Demands

● Frequent travel within the NCESD region. Overnight travel may be required.

● Extended or flexible hours as necessary.

● Sitting for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
