Resp & Qualifications

PURPOSE:

Responsible for creating or assisting the creation of solution architecture for Local claim data processing systems in health care domain by studying and understanding clients' requirements, identifying gaps (if any) between clients' requirements and technical functionalities, and defining solutions to bridge the gap. The position makes sure the project scope is maintained and solutions are implemented based on approved architecture. Primary accountability for architecture work takes place during the life cycle for those projects, from planning to implementation. Provides high-level design recommendations that are reviewed and approved by Architecture Review Board for implementation of the projects. Provides technical oversight and architecture supports to IT project teams in order to deliver key solutions to business problems.

ESSENTIAL FUNCTIONS:

Leads Solutions Design and Analysis:

  • Conducts moderately complex research and analysis to define or support the definition of solution design aligning with target architecture intent. Obtains and processes system requirements and develops vision for the business, translates vision of project to the technical development team. Works on small to medium projects that require basic skills in multiple technical environments based on knowledge in a specific business area.

Orchestrate solution delivery:

  • Develops efficient and effective solutions to diverse business problems. Serves as a point of contact for question/issues related to the architectural solutions within a project or business area. Communicates with business owners and technical delivery staff. Assists in the selection of technologies and design of applications that provide the best solutions for business needs. Publishes technical documents and educates the business area about their architecture.

Translate business strategy into solution architecture:

  • Creates or support the creation of the Solution Architecture deliverables for moderately complex portfolio, or projects, which links the high-level architecture, business requirements, and technology standards into a cohesive solution. Provides foundational architecture and creates technical alignments for the full solution. Has a deep knowledge of integration solutions and communicates with business owners, domain architects, other Solution Architects, technical delivery staff, and key technical stakeholders, including Security, Data, and Technology Centers of Excellence.

Facilitate and collaborate to drive business value:

  • Work closely with the project manager, product managers, technical delivery manager, requirements manager, and business leadership in the definition of the Solution Architecture. Work closely with product managers, product owners to ensure a robust architecture runway to support continuous pipeline. Provide consulting supports to domain architects and solution delivery team to ensure project and product aligned with overall architecture intent.

Maintain industry and technology expertise:

  • Maintains knowledge of emerging technological trends and utilizes the knowledge to educate both IT and business areas on opportunities to build better IT solutions that support and drive business decisions.

SUPERVISORY RESPONSIBILITY:
Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Computer Science, related IT field or equivalent work experience

Required Minimum Qualifications: +5 years' experience in building, deploying and supporting large scale application solutions; experience as a system administrator, developer and/or engineer.

Preferred Qualifications:

  • Master's degree in Computer Science or related field preferred.

  • Experience with both intranet and cloud environment, also cloud migration experience is plus.

Knowledge, Skills and Abilities (KSAs)

  • Experience in the development, implementation, and maintenance of large-scale systems.

  • Preferably across multiple software platforms (in the health care industry).

  • Strong SOAP/REST API knowledge and experience with legacy systems.

  • Experience in high throughput data processing in/out systems.

  • In-depth knowledge of architecture and design across systems.

  • Excellent communication skills both written and verbal.

  • Ability to lead, coordinate, and manage complex projects.

  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • In-depth knowledge of new and emerging technologies, such as cloud, mobile, data, API etc.

  • Familiarity with information management practices, system development life cycle management, IT service management, infrastructure and operations, and enterprise architecture and ITIL frameworks.

  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

  • Must have strong leadership, problem solving and communication skills.
