SUMMARY: SUMMARY:
Position will play an integral role in the recommendation and input in the financial feasibility of grant acquisition and the formulation of budget design and resource allocation. Assist in other areas of fiscal management including budget preparations, auditing, preparation of financial reports, and oversight of accounting staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
· Assists directors with the development, and completion of new grant proposals.
· Oversees and understands funding source proposal requirements and submittal deadlines.
· Assists with editing, and proofreading proposals and reports to corporate, foundation, and government entities.
· Responsible for CDBG program reporting.
· Assists in maintaining relationships with funding sources.
· Reviews and makes recommendations for budgets for reauthorization grants.
· Ensures that proper accounting procedures are maintained in accordance with Federal, State and local regulations.
· Maintains proper accounting procedures for control of revenue expenditures for various programs.
· Gathers and assembles material and data required by programs for data entry.
· Inputs various information into the MIP Accounting Software.
· Completes reconciliation of general ledger accounts and preparation of appropriate journal entries.
· Prepares reports to Grantors per contract requirements.
· Assist with the maintenance of appropriate fixed asset inventory and schedules.
· Prepares audit work papers.
· Ensures that proper procurement procedures are followed in compliance with funding regulations.
· Studies program proposals and/or plans to understand funding limitations.
· Monitors fiscal programs to ensure financial objectives are maintained.
· Recruit, interview, and select employees.
· Train, coach, evaluate and motivate the fiscal staff.
· Maintains a high level of customer service ensuring that client’s and staffs needs are met.
· Understands, follows and supports all safety policies and programs.
· Assists Chief Fiscal Officer and Assistant Fiscal Officer as needed.
· Regular attendance.

SUPERVISORY RESPONSIBILITIES:
· Assists with the overall direction, coordination, and control of various financial reports and statements.
· Directly supervises Fiscal staff.
· Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
· Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:

· Demonstrated skills and abilities, relevant to budgeting and fiscal management.
· Knowledge of federal, state and local regulations governing accounting practices and procedures.
· Working knowledge of budgeting and reporting, financial management, budget preparation, and grants reporting.
· Working knowledge of accounting principles, budget audit procedures, nonprofit accounting and auditing.
· Working knowledge of computerized accounting systems and of government accounting policies, procedures and guidelines for nonprofit fund accounting.
· Working knowledge of computer applications including desktop applications.
· Excellent interpersonal skills, which include, written, verbal and listening.
· Organized, detail and tasks oriented.
· Ability to manage many projects at a given time and meet deadlines and prioritize workload.
· Maintain high level of confidentiality.
· Cooperative team player and a desire to help others.
· General knowledge of health and safety regulations.
· Ability to work varied shifts, which may include nights, weekends and holidays as workload demands.
· Ability to travel off island on occasion.
EDUCATION and/or EXPERIENCE:
· Bachelor's degree from four-year college or university in Accounting, Finance or applicable field demonstrating knowledge of accounting and finance principles and (4) four years related experience or equivalent combination of education and experience.
· Two years of supervisory experience.
LANGUAGE SKILLS
· Ability to read, analyze, and interpret technical journals, financial reports, and legal documents.
· Ability to write routine reports and correspondence.
· Ability to effectively present information to public groups, and the board of directors.
MATHEMATICAL SKILLS:
· Ability to create, read and analyze financial and statistical reports.
· Ability to work with mathematical concepts such as probability and statistical inference.
· Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
· Ability to define problems collects data, establish facts, and draw valid conclusions.
· Ability to interpret an extensive variety of technical information including, but not limited to: grant proposals, contracts, financial reports and policy and procedure manuals.
· Ability to deal with several abstract and concrete variables.
· Ability to defuse agitated clients and/or employees in stressful situations.
· Ability to interact and have compassion for persons with mental or physical disabilities.
· Ability to manage many projects at a given time.
· Ability to perform well under pressure.
CERTIFICATES, LICENSES, REGISTRATIONS:
· May require a valid driver's license and access to an insured vehicle.
