The City of Middleton seeks a highly skilled and motivated Utility Manger to lead our Water and Sewer Utility team. The Utility Manager is the senior manager for the City of Middleton Water and Sewer Utilities, and serves a critical role in delivering reliable, safe drinking water and collection of wastewater to protect public health and the environment. The Utility Manager strategically plans for maintenance and improvements of Water and Sewer Utility facilities, directs activities and submits reports in conformance with EPA, WDNR, PSC, MMSD and City requirements, prepares and oversees implementation of capital and operating budgets, and coordinates with the Engineering department to review proposed utility improvements in planned developments.

This broad and critical supervisory role requires use of independent judgment and the ability to implement high-level planning. The Utility Manager audits facility, staff, consultant and contractor operations to provide reliable, cost-effective and customer-focused services to residents and businesses. This position reviews innovative ideas to foster sustainable practices that promote energy efficiency and minimize resource waste.

The Utility Manager serves as a direct supervisor to the Utility Crew Foreman and the Utility Billing Manager. While not directing day-to-day activities of the Utility Crew, the Utility Manager may serve as a mentor, trainer, and supporting leader to crew members, and ensures all Utility employees are in compliance with City policies, procedures, and norms. The role will exercise any necessary employee corrective actions through the Foreman to the extent practicable.

This position operates under the policy guidance of the City's Public Works Committee which acts as the statutory Utility Board. The Utility Manager works under the administrative supervision of the Public Works Director. The Utility Manager may also provide insight and input to other department heads, the Human Resources Manager, the Finance Director and the City Administrator pertinent to Water and Sewer Utility issues, requirements and efficiencies.

Job Functions

Essential Functions


  • Coordinates master planning for the water and sewer utilities consistent with Madison Metropolitan Sewerage District and City of Middleton planning efforts.
  • Operates the water and sewer utilities under the laws, policies and guidelines of the Environmental Protection Agency, Wisconsin Department of Natural Resources, the Public Service Commission and the City of Middleton.
  • Directs the operation, maintenance and improvements of the water and sewer utilities including the City's wells, water and sewer mains, fire hydrants, lift stations, vehicles, equipment and other utility infrastructure.
  • Prepares operating and capital budgets for the utilities, and makes recommendations of special assessment districts and utility rates sufficient to meet the financial needs of the utilities.
  • Assists in the preparation of annual audits of the utilities.
  • Prepares the annual report for the Public Service Commission.
  • Prepares and distributes consumer confidence reports.
  • Directs sampling and testing as required.
  • Maintains all utility records including data on meters, wells, water and sewer usage, assessments and billing.
  • Supervises the preparation, distribution and receipting of utility billing.
  • Reviews plan submittals and provides staff comments related to water and sewer utility issues, including conformance with EPA, WDNR, MMSD and PSC rules, conformance with City Ordinances, standards and utility master planning, easement needs, operational needs, and assessments due for connection to MMSD or City infrastructure.
  • Coordinates OSHA and other safety training, CDL testing, and other necessary utility employee certifications.
  • Investigates and responds to customer and citizen inquiries and complaints, and processes claims.
  • Researches and promotes water conservation efforts.
  • Keeps current with the Utility's emergency response planning efforts, including participation in mutual aid agreements.

Knowledge, Skills, and Abilities

Knowledge

  • Thorough knowledge of EPA, WDNR and PSC regulatory requirements pertaining to water and sewer utilities.
  • Thorough knowledge of water utility operations including, but not limited to, production, treatment, transmission, distribution and metering of potable water.
  • Working knowledge of sanitary sewerage collection systems and pump stations.
  • Basic knowledge of water chemistry.
  • Working knowledge of budgeting and accounting practices, and familiarity with PSC chart of accounts.
Skills
  • Proficient in the use of Microsoft Office software.
  • Excellent communication skills.
  • Proven leadership skills, with demonstrated ability to supervise and direct the work of skilled and semi-skilled employees.
Abilities
  • Ability to read and interpret engineering plan drawings.
  • Ability to operate a motor vehicle and possession of, or ability to obtain and maintain a Wisconsin Driver's License.

Education, Training and Experience

Education


  • Bachelor's Degree or an equivalent.
Experience
  • 8-10 years of experience in utility management.
