The City Finance Division whose mission is to enhance the fiscal and financial stability, accountability and integrity of the City of Seattle is in search of a Treasury Manager (Manager 2) to serve as a key member of the Treasury Services Division management team in the capacity of Deputy Director.

The Treasury Manager leads teams who execute most of the City’s financial transactions including e-commerce payments and manual payments. In addition, ensures that payments are timely and accurately recorded to their applicable ledger systems. The Manager also directs staff who administers Orca cards, collections, and other City programs. The Manager serves as the business owner for the City’s cashiering and lock box systems.

Based on the duties, scope and responsibility of this role, the entry salary is expected to be in the range of $99K-$135K annually, depending on qualifications.

The Treasury Services Division is a part of City Finance and encompasses a diverse group of responsibilities including accepting and processing payments to the City, executing payments to City vendors, and managing the City’s cash balances. Job Responsibilities


  • Oversees the full body of work under the Treasury Operations team which include but not limited to safeguarding, analysis, accounting, reconciling, and reporting of the corporate cash receipts, collections and accounts receivable.
  • Recommends, implements, and maintains treasury and cash management operating plans, policies, procedures, and systems. Also, ensures compliance with rules, regulations and finance industry security protocols for payment processing and use of credit cards.
  • Lead, direct and monitor all corporate receipt functions to ensure timely accurate deposit of funds. Functions include but not limited to Treasury Cashiering and lock box operations.
  • Helps lead the identification, design, development, implementation, maintenance, and enhancement of accounting, financial, and treasury/cash information systems and processes.
  • Ensures timely and accurate preparation management reports, analysis, forecasts, and operating plans. Provides analysis that senior management can interpret and use for key operating decisions and corporate performance evaluation.
  • Supports internal and external audits, including the preparation of audit schedules and work papers, and financial and accounting issues related to Cash. Direct the investigation and resolution of unusual transactions, activities, questions, and issues as they arise.
  • Ensures all Treasury Services policies and procedures are documented and maintained for use in staff training that ensures continuity of critical operational work.
  • Actively participate in new or evolving efforts that impact Treasury services which include but not limited to assisting with any or all aspects of the operational group and the programs they support including the testing and test plan development for new or modified applications, adoption and onboarding of new payment methods and tools.
  • Assist & advise the Treasury Director in resolving the most complex treasury challenges; independently assess and resolve transactional challenges in consultation with Treasury staff, third party vendors, and City stakeholders.
  • Managing vendors and related IT functions and systems respective contracts in collaboration with Business Systems.
  • Foster an expectation with treasury staff for excellent customer service while carrying out fiduciary responsibilities in the receiving and handling of City funds.
  • Hire, train, manage, develop and motivate staff; manages employee relations and performance; foster teamwork and communication among staff and across organizational boundaries.
  • Other duties as assigned by the Treasury Services Director.

Qualifications

Minimum Qualifications

  • A bachelor's degree in accounting, business, finance, economics information systems or a related field.
  • Five or more years of direct supervisory experience managing a medium to large size staff in Finance operations.
  • Three or more years of experience with bank management, financial systems and services, revenue collection, and disbursement/payment processing and management.
  • Three or more years of experience in interpreting and applying accounting and finance theories, principles.
  • Three or more years of experience in drafting and advising on policies and standards as it relates to cash and cash equivalents handling, processing, and recordation.
  • Holds a certification in Certified Treasury Professional (CTP) or equivalent.
Desired Qualifications:
  • Familiarity/experience with the following systems is desirable:
    • Payment Receipting Systems
    • Medium to large Enterprise Resource Planning General Ledger Systems (PeopleSoft a plus)
    • Other systems of similar nature
  • Maintains such knowledge on a current basis, recognizing changes in legislation and regulations as they occur
  • Familiarity with cash handling policies and procedures.
  • Familiarity with Lean process improvement principals.
  • Demonstrated ability to handle multiple assignments concurrently and to successfully meet deadlines.
  • Experience in business process analysis, change management and training.
  • Ability to read and understand technical documentation and manuals.
  • Experience interacting with senior leadership, financial institutions, internal and external stakeholders. Strong leadership qualities are required, along with excellent written and oral presentation skills.
  • Strong interpersonal, supervisory and customer service skills. Demonstrated proficiency in the use of Microsoft Office products, particularly Microsoft Word and Microsoft Excel
