This position is located at Quantico, VA. Candidates selected for this position will serve as a Training and Curriculum Specialist NF4.
Major Duties
Serves as the Training and Curriculum Specialist responsible for planning, coordinating, developing and maintaining subject matter curriculum for all programs in the Personal and Professional Readiness Branch of Marine and Family Programs Division.
In coordination with program managers who are subject matter experts for their programs and other designated subject matter experts, the incumbent employs appropriate learning theories and evidence-based practices of educational psychology to determine the learning objectives and task learning relationships, cluster learning events, organize course content, and develop instruction design plans; analyzes learning problems, selects teaching strategies using appropriate models, and develops course plans using this information; identifies tasks that can be efficiently and effectively supported by job or skill performance aids, selects suitable performance measures or develops new measures required to document effectiveness; develops learning maps and performs learning analyses from the initial training levels through the operating levels of tasks or jobs; derive performance objectives and criterion test items, and uses a systems approach to training.
In coordination with designated subject matter experts, the incumbent plans and organizes work; determines possible sources of information and conducts fact finding; develops or revises existing specific content, organization, style, format, emphasis and treatment of each segment of the instructional courses or systems; and develops finished products including curriculum layout, lesson plans, training texts, videos, handouts, exercises, interactive activities, surveys, quizzes or other knowledge attainment instruments, and instructor manuals. Incumbent also prepares detailed instructions for the proper, consistent use of any training aids.
Incumbent researches and analyzes training options, delivery methods and techniques. Incumbent designs and develops content for different delivery platforms, including instructor-led for classroom, as well as synchronous and asynchronous web-based training.
In the development of objective tests and other instruments to measure participant achievement and the adequacy of instruction, the incumbent studies the learning objectives of courses of instruction and the subject matter content, texts, technical manuals, and other course materials; studies occupational standards in the specific subject areas to be tested; conducts studies or research to determine the reliability and validity of tests through analysis of results of trial application; writes, reviews, revises and rewords tests items as necessary; and, in coordination with program managers who are subject matter experts for their program, conduct statistical studies of examination results and individual test items.
Incumbent ensures adherence to the Courseware Development Technical Standards established by the Marine Corps Training and Education Command for curriculum to be delivered through Marine Corps standard learning management system(s).
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May require travel to complete work assignments, attend training and meetings, observe pilot implementation of newly developed curriculum at installations, and to liaison with Marine Corps installation staff.
Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
Qualifications
Bachelor’s degree in Instructional Design, Human Resource Development or related field appropriate to the work of this position, and three years of experience in the occupation, or a related field or work area. Knowledge of a variety of training delivery systems, such as classroom, synchronous and asynchronous web-based. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. A thorough understanding of the Sharable Content Object Reference Model (SCORM®). A thorough understanding of the principles of adult learning.
Must have experience that demonstrates: exceptional communication skills, both oral and written, with all levels of an organization; skills to provide technical advice and assistance to program managers in the development of curriculum to support all programs in the Personal and Professional Development branch; skills in instructional design methodologies; skills in measurement and evaluation of training initiatives. Must demonstrate proven proficiency in instructional design and curriculum development.
Telework: Eligible for incremental telework as determined by MF policy.
