POSITION OVERVIEW:
The Texas Education for Homeless Children and Youth (TEHCY) State Coordinator works as part of a highly talented team and is a transformative leader that supports implementation of the Texas Education for Homeless Children and Youth Program, as a part of the Highly Mobile and At-Risk (HMAR) Programs unit in the Department of Special Populations Programs and Policy within the Office of Special Populations and Monitoring.

The purpose of the McKinney-Vento Homeless Assistance Act is to identify and remove barriers for children and youth experiencing homelessness and ensure that students in these circumstances have equitable access to all available supports and resources to meet the same challenging state academic standards established for all students. The TEHCY State Coordinator provides oversight of the Texas Education for Homeless Children and Youth (TEHCY) program, which includes the development and implementation of grants, professional development, technical assistance, and statewide infrastructure. The TEHCY State Coordinator performs highly advanced consultative services and technical assistance to agency staff, local education agencies, education service centers, community stakeholders, inter and intra-agency staff and government agencies to support students experiencing homelessness. The TEHCY State Coordinator works collaboratively in teams under minimal supervision with extensive latitude for the use of initiative and independent judgment.

The coordinator will report to the Director of the HMAR Programs unit and work closely with the TECHY Program Specialist to guide implementation of the TEHCY Program overall and support the mission and vision of the HMAR unit.

ESSENTIAL FUNCTIONS:
  • Program Development: Provides leadership of the TEHCY Program, including statewide grant administration, technical assistance, and professional development to advance implementation of the TEHCY Program. Develops innovative strategies and solutions to enhance program design and statewide scaling of the TEHCY program. Oversees implementation of the McKinney-Vento subgrant and statewide technical assistance ESC Capacity Building grant, including tracking grant deliverables and budgets.
  • Professional Development: Responsible for the development and oversight of McKinney-Vento related training and professional development, including tools, resources, and support materials. Works closely with the TEHCY Program Specialist to support all aspects of professional development and technical assistance.
  • Competitive Subgrant Program: Oversees implementation and effectiveness of TEHCY competitive subgrant program. Provides leadership and oversight in the management of a three-year grant cycle which includes development and management of subgrantee continuation applications, trainings, communication, reporting, and data analysis.
  • Program Initiatives: Responsible to manage special projects and initiatives, using a data-driven focus. Acts as a liaison between federal, state, and regional stakeholders. Develops and carries out Texas Education for Homeless Children and Youth State Plan. Prepares program materials in response to requests for information and reports.
  • Special Projects: Works collaboratively and integral part of the HMAR unit. Supports a wide range of activities and special projects including, HMAR unit meetings and presentations, development of specialized reports, analyzing legislation, developing and writing policy and practice guidance for HMAR students.

Qualifications


MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university; An advanced degree strongly preferred.
Experience: At least five years of experience in educational programs and school leadership that supports students who are at-risk and highly mobile, including students experiencing homeless. LEA or ESC experience in addressing and mitigating for learning loss, credit recovery, and supporting the academic needs of highly mobile students.
Substitutions: An advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS:
  • Knowledge of LEA systems, processes, and procedures to support students experiencing homelessness with mitigating barriers to school transitions and academic success.
  • Proven leadership abilities.
  • Knowledgeable of McKinney-Vento Homeless Assistance Act requirements.
  • Experience developing interpersonal working relationships to support policy and practice implementation.
  • Positive, hardworking, and highly adaptable.
  • Highly skilled at effectively communicating with a variety of audiences both orally and in writing.
  • Data driven and data informed.
  • Experience in grant development, grant oversight and grant management.
  • Skilled in technical writing and resource development.
  • Familiarity working with homeless students and families.
  • Customer service oriented and student outcome driven.
  • Proven track record of being able to manage multiple projects and meet timelines.
