Description:

Tenncare is hiring 100+ resources to add to a new call center responsible for Unwinding PHE (Public Health Emergency) in the State of Tennessee. Below is a summary of why this is being done. During the pandemic, Former President Trump declared a PHE which allowed states to get enhanced Medicaid funding to not remove anyone who was currently receiving Medicaid benefits which had stopped the eligibility specialists from doing redeterminations which traditionally happen annually. In addition States also could offer some Medicaid benefits to citizens who otherwise might not qualify. PHE also impacted SNAP (Food Stamps) benefits similarly as Medicaid. APHSA (American Public Human Services Association) thinks that the PHE will likely be renewed 1 -2 more times and likely will be revoked at the end of the year. Once it is over, States will have 12 months to re-determine their entire Medicaid population, but will lose the 6.2% enhanced funding 3 months after the end date. States are going to be very motivated to adjudicate their entire Medicaid populations quickly. States also have a huge staffing shortage for employees who could help manage this change. For example, The State of Texas reached out to us and had over 1,000 open case worker positions across their State. President Biden just announced the most recent extension of PHE will be the last, as we move to a post-pandemic world. Next steps for state will be to push the people that lose coverage to their Health Insurance Exchanges or the Federal Exchange, as an alternative.
