Proposal Summary:
The purpose of the Support Services for the Bureau of Humanitarian Assistance Program (BHA HASC) is to advance USAID’s Bureau for Humanitarian Assistance (BHA)’s mission by providing crucial operational and administrative support in coordinating USAID’s international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigation programs, transition activities and other BHA initiatives. BHASC will provide the professional services needed to support USAID's strategic programs and collaborate with USAID offices to promote efficient and effective global humanitarian assistance programming and operations.

Position Summary:
The Supervisory Grant & Agreement Specialist will oversee the guidance, preparation and follow up of BHA’s application/proposal review and award-making processes. This will include overseeing: preparation and reviews of SOWs and solicitations; reviews and cost analyses of complex project budgets submitted by potential BHA partners; negotiation and preparation of all pertinent documentation for new grants and cooperative agreements to non-governmental organizations (NGO), interagency agreements, and awards to public international organizations (PIO); pre-award surveys and post-award audit guidance; and amendments/modifications and supporting documentation such as memoranda of negotiations for submissions to USAID/BHA’s Agreement Officers. This individual will supervise a large team of grants specialists.


Responsibilities:

  • Responsible for planning, directing, coordinating and managing all grants processing activities, and serve as the primary Point of Contact on grants and agreements to USAID’s Contracting Officer Representative (COR).
  • Provide recommendations to senior management that significantly affect grants operations.
  • Communicate assistance policies and procedures and significant changes through meetings, written documentation, and oral presentations.
  • Perform a variety of supervisory functions to include assigning and supervising the activities of grant team leaders and specialists.
  • Serve as the principal point of contact for information/guidance on grants and other agreements.
  • Provide guidance in the interpretation of assistance award terms and conditions, and U.S. Government (USG) and non-USG regulations.
  • Oversee internal management of the project including overseeing a diverse project team, coordinating with subcontractors, managing a large budget and monitoring performance and quality.

Qualifications:

  • Ability to obtain a U.S. Security Clearance required, active clearance preferred.
  • A relevant graduate degree and twelve years of relevant full-time professional experience or an equivalent amount of years of formal education and relevant full-time professional experience.
  • At least ten years of grants & agreement management experience with international donor programs (at least 5 years as an agreements officer with USAID/BHA preferred).
  • Knowledge of Federal and Agency assistance rules, regulations, policies and procedures.
  • Knowledge of other languages advantageous.
