PACT’s Southeast Early Head Start program offers specialized child care services for children under the age of three and their families.

The
Supervisor, Child Development Services is responsible for all Early Head Start (EHS) program performance standards and coordination of early childhood education components of the Center. This position supervises Child Development (CD) Teachers and oversees daily activities of the licensed CD room.
This position is responsible for implementing and following all State of Maryland Office of Child care licensing regulations. The incumbent interacts with parents to teach parenting skills, encourage parent/child activities, discusses family/child related topics; and serves as the primary liaison with local Head Start agencies, Maryland Family Network, and local Maryland Infant and Toddlers Programs.

- Oversees the health, safety and well-being of all the center based children.
- Develops an education service plan in accordance with all EHS Performance Standards. Plans and implements developmentally appropriate programs for infants and toddlers, including the curriculum and related instructional materials.
- Selects, plans and implements a parent education curriculum for center-based participants, materials include topics such as child growth, development, and safety
- Demonstrates specific knowledge of EHS Performance Standards and implements requirements. Uses knowledge to ensure Center compliance and continuous quality assurance efforts.
- Demonstrates specific knowledge of Office of Childcare licensing regulations and is responsible for ensuring that the child care rooms are always in compliance with ratios and staffing requirements
- Is responsible for the EXCELS licensing program.
- Conducts informational meetings with parents to discuss their children’s progress and needs. Makes recommendations as needed. Explains child and educational program goals and objectives.
- Encourages and instructs parents to have nurturing interactions with their children through verbal and role-modeling instruction, and teaches sound knowledge of child growth, development, and age-appropriate behaviors.
- Collaborates with the Center’s Director to recruit and hire CD Teachers. Supervises, orients, and trains staff on required EHS documents, policies, procedures, and child development rules established by Early Head Start, Maryland Family Network, and Office of Childcare licensing.
- Coordinates daily workflow for program operations and monitors daily activities of the Center.
- Ensures that weekly observations occur and are correctly recorded in the Teaching Strategies Gold data base.
- Works with parents to fulfill the ASQ screenings as required by HS and MFN
- Inventories and purchases supplies for the CD room.
- Develops and implements tracking systems to collect, document, and submit required child data required for monthly, quarterly and yearly reports. Updates child development PROMIS data.
- Is responsible for tracking all child immunizations and well child checks and ensuring that all updates are entered into the PROMIS database.
- Recruits children for the program, ensuring that 10% are classified as disabled in accordance with EHS performance standards.
- Tracks all children with an IFSP and enters data into the MFN Disability Roster.
- Provides general oversight to the meal program, including responsibility for all lunch forms, weekly lunch menus, and inventorying and purchasing breakfast foods. Supervises the lunch room and uses teachable moments to introduce and enhance good parenting and nutrition habits.
- Participates in activities scheduled by Early Head Start and/or Maryland Family Network, and Kennedy Krieger FCI as required.
- Provides a safe physical environment to meet child needs.
QUALIFICATIONS:
- Must hold and maintain CPR certification.
EDUCATION:
- Bachelor’s degree in Early Childhood Education, Child Development or related field is required. Related degree must have 18 college credits in Early Childhood Education coursework.
- Master’s degree preferred.
EXPERIENCE:
- Must have a minimum of 3 years of direct service with children 0-3 years old.
- Must have a minimum of 2 years supervisory experience.
- Experience working with agencies and families preferred.
