The Procurement Director will support the Idaho State Department of Education (SDE) by providing expertise in the field of contracts and procurement. This position will facilitate all formal procurement processes for the SDE. A qualified candidate will have experience with large and complex procurements. A knowledge of Idaho code and administrative rules related to procurement, and the ability to successfully apply those laws, is essential. This position will also be able to support SDE coordinators and directors with procurement training and navigating day-to-day issues associated with smaller procurements.

This is a full time position serving under an appointment of the State Superintendent of Public Instruction.

Example of Duties

  • Facilitate request for proposals (RFP), request for information (RFI), and other formal procurement processes as determined by executive team.
  • Consult with SDE leadership on contracts to ensure alignment with agency goals.
  • Monitor and support department purchasing activities to ensure compliance with Federal Law, Idaho Statutes and Administrative Rules.
  • Maintain contract database.
  • Advise department staff of legal requirements for purchasing.
  • Develop purchasing training materials, including an SDE procurement handbook.
  • Provide ongoing purchasing and procurement training to identified staff.
  • Develop SDE model contracts and review contracts across department to ensure alignment with these templates.
  • Consult with department staff to determine contractor requirements, such as but not limited to:
    • Content knowledge/expertise
    • Insurance requirements
    • Background checks
  • Confer with contractors and SDE personnel on non-routine problems such as cases where no precedent has been established, and when procuring first-time highly technical or complex services and products.
  • Determine best method of procurement, and develop policies and procedures for formal negotiated contracts, sub awards, purchase orders, or purchase cards.
  • Review and determine legal adequacy and acceptability of state, department, and vendor contract forms.
  • Negotiate removal of unacceptable terms and conditions in contracts
  • Consult with legal counsel (DAG) regarding contracts when required.
  • Determine adequacy of bid rejection rationale and authorize rejection of formal bids.
  • Negotiate solutions when terms of contract are broken.
  • Stay current on developments in the purchasing field.
  • Develop procurement policies related to contract life management.
  • Report to Idaho State Legislature on contracts valued over $25,000 from the previous year.

Minimum Qualifications

  • Five (5) years’ experience in procurement and contract administration is required or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work

DESIRED QUALIFICATIONS
  • Bachelor’s degree in contracts/procurement, business administration, or a related field is preferred.
  • Experience in public sector or government is preferred

PHYSICAL DEMANDS:


  • Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time
  • Approximately 10% of time is spent standing, walking, bending, and kneeling
  • Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.

TRAVEL REQUIRED:
This position typically does not require travel, but may occasionally be requested to do so.
