MassDOT’s divisions include: Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization.

This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Position Summary

Incumbents of positions in this series inspect the construction of highways, buildings, bridges, dams, water or sewage systems, tunnels, and waterways for conformance with plans and specifications; conduct tests on construction materials; survey construction sites; maintain records of construction operations; perform related work as required. The basic purpose of this work is to oversee the construction practices used on various sites and to enforce compliance with plans, specifications and all applicable laws, rules, regulations, policies, and procedures.

Duties and Responsibilities

  • Assign and supervise the review of projects to DUCE staff engineers.
    • Oversees the comprehensive review of projects under design by consultants and in-house staff for utility and constructability issues.
    • Coordinates the relocation of public and private utilities on MassDOT projects with utility companies, design consultants, municipal officials.
    • Coordinates project review with various sections within the District and the Boston office.
    • Meets with consultants and public officials during various stages of design.
    • Makes recommendations to superiors to enhance design and ensure cost effective measures are applied.
    • Advises other MassDOT divisions, including District Construction and Maintenance Engineers, on utility, design, and constructability issues.
    • Advises on design solutions to problems on projects under development and for problems that occur in the field during construction.
  • Review and track contract extra work orders and overruns to identify and recommend solutions to minimize future occurrence.
    • Develops and maintains Project Development Databases for the tracking and reporting of design and construction projects.
  • Supervises, coordinates, and monitors the activities of subordinates engaged in Civil Engineering work to ensure effective operations.
    • Provides effective supervision to subordinates to ensure projects are designed and reviewed in compliance with MassDOT and Federal Highway Administration Standards and policies.
    • Ensure comprehensive reviews of design submittals are prioritized based on the Statewide Transportation Improvement Program and completed within the review timeframes as set forward by MassDOT Highway Division.
    • Prepare and/or review plans, specifications and estimate for MassDOT projects and confirm conformance with established design standards, regulations, guides, and policies.
    • Propose improvements to projects for improved performance, safety, and extended service life and advise and coordinate with other MassDOT staff and sections on design and project phasing and sequencing.
    • Assists the District Projects Engineer and Assistant Projects Engineer by directing the design of area projects as they relate to utility and constructability issues.
    • Performs employee reviews in conformance with the Employee Performance Review System guidelines.
    • Ensures employees are aware of training opportunities.
  • Performs related duties as requested by Supervisor, Project Development Engineer and/or District Highway Director.

Minimum Entrance Requirements

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions:

  • An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience. *
  • A Bachelor’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience. *
  • A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. *

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport, and materials.

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
