Job Description:
The purpose of this position is to support Fluor Mission Solutions in winning new work, promoting accomplishments by aligning with company strategies and objectives, creating compelling value propositions, developing effective proposals, and implementing good business administration and marketing practices. Collaborates with sales and capture managers across Mission Solutions to develop winning strategies and ensures incorporation into proposal materials. As a senior member of Mission Solutions reporting to the Proposal Operations Director, the senior proposal manager leads the largest and most complex federal government proposals.
- Manages large complex proposals from DRFP release through post submittal activities
- Operates in a leadership role, partnering with internal and external capture, operations, and pricing teams to develop and manage compliant, compelling, and winning proposals.
- Works with the Capture Manager to identify win strategies, themes, discriminators, source content, and graphic concepts
- Supports the Capture Manager and capture management activities during pre-solicitation release phases and works in concert with Capture Manager to lead the proposal process
- Interprets solicitation requirements and proposal response strategy and approaches on individual opportunities
- Manages remote/telework resources during proposals
- Mentors employees in proposal management, and proposal facilitation. Develops and conducts just-in-time training for proposal teams as needed
- Evaluates and works with outside consultants during the proposal process
- Assists with interviews for proposal consultants and proposal operations team members
- Contributes to the development, implementation, and continuous improvement of FGG best practice processes, supporting tools, templates, and knowledge management platform
- Directs assigned proposal efforts from Bid/No-Bid through final submission
- Ensures the production and quality control of final submission documents are compliant to the client’s requirements, effectively communicating all required sections, graphics, terms, and branding, and meets the submission deadline
- Ensures assigned proposal teams adhere to processes and standards set forth in the proposal operations guidance
- Directs proposal personnel encompassing, writers, facilitators, graphic artist, operations and functional leads and production staff when assigned to a proposal effort
- Understands the federal procurement process and the Federal Acquisition Regulation (FAR) requirements
- Implements excellent communications skills and clearly expresses thoughts verbally and in writing
- Writes and edits proposal content (acting as writer and editor)
- Conducts or participates in milestone assessments regarding proposal readiness for color team reviews; sets color team review goals and objectives; deconflicts color team reviewer feedback; determines disposition of color team reviewer comments; and develops the color team recovery plan
- Serves as proposal manager, volume lead, proposal writer, color team or peer reviewer, or other proposal roles as required
- Participates in the development, implementation, and update of proposal department plans to ensure that all members of the team understand the group’s specific strategies and how their daily activities link to the strategies

Basic Job Requirements :
- Accredited four (4) year degree or global equivalent in applicable field of study and twenty (20) years of work-related experience or a combination of education and directly related experience equal to twenty-four (24) years if non-degreed;
- Active Secret security clearance (TS/SCI) US Citizenship
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
- Ability to interpret a broad and specific range of Federal, State, and local government procurement regulations and practices (including FAR and DFAR)
- Completed formal proposal management training and education to include technical writing and editing. (Shipley certification or APMP accreditation)
- Incorporate industry-wide proposal best practices in proposal management activities
- Ability to work unpredictable schedules, including overtime, evenings, and weekends; and often holidays, ability to travel to the Reston, VA office when working on "Cleared" Proposals
- Ability to effectively lead diverse teams of senior and junior personnel
- Ability to conduct oneself with the confidence, professionalism, and empowerment of a senior member of the Mission Solutions staff, including making sound decisions regarding proposal strategies
Other Job Requirements:
Active Secret Clearance (TS/SCI)
- Bring diverse customer, global, and services experience including Department of Defense, NASA, Department of Energy, and Department of Justice customers providing contingency response, operations and maintenance (O&M), base operations, construction, and other mission support services
- IDIQ, and task order and OCONUS Federal proposal experience highly desired
- Diversity of experience in large corporate organizations and small business concerns
- Ability to travel up to 30% of the year
Preferred Qualifications :
Accredited four (4) year degree or global equivalent in applicable field of study; Master of Business Administration (MBA) or global equivalent preferred and fourteen (14) years of work related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
- Knowledge of functional practices and methodologies is desirable, but can be acquired through related job experience or external and internal education opportunities
- Capable of applying marketing principles to Fluor’s business development activities
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
Job Type: Full-time
Pay: $111,500.00 - $200,500.00 per year
