Position Title: Senior Project Controls / Cost Lead
Subcontractor shall provide Senior Project Control and Cost support services to the NNSA Capital Projects mission being performed by Savannah River Nuclear Solutions (SRNS), LLC. The primary focus of these support efforts shall provide assistance and support to the SRNS NNSA Nonproliferation Programs initiative by the valuation of the various project scopes, costs, schedules, and management plans and development of support procedures and processes for project integration interface with engineering and procurement.
DUTIES:
Provide personnel for the design and integration of various processes to support the SRNS NNSA Nonproliferation Programs, Project Controls and Cost operations, including the following:
  • Ensure integration of the Cobra cost engine with the program's scheduling tool (Oracle Primavera P6) and the proper management of project costs, measurement of performance, management of change control, and analysis of budgets, actuals, and forecasts.
  • Develop and manage the Estimate to Complete (ETC) collection and integration process and validate the Estimate at Complete (EAC) within the Cobra data system.
  • Review and analyze the effectiveness and efficiency of existing EVMS implementation and develop strategies for improving or further leveraging these systems.
  • Manage the performance measurement baseline through the monthly integration of schedule plan, status, and forecasts with accounting system actuals, and develop quality assurance to ensure accuracy of reporting.
  • Responsible for preparing, analyzing, and reviewing program performance measurement and cost variances, and for the implementation of change actions into the cost baseline according to procedure.
  • Prepare and manage the variance analysis collection process and produce the required Format deliverable reports (Fmt 1-5) along with other required monthly metrics according to the monthly business rhythm.
  • Preferred possession of considerable practical experience in the use of the Site Business systems.
Subcontractor must successfully complete the duties assigned in 3.1.1 above, as demonstrated during the period of performance and verified by the service provider’s manager or designee on a weekly basis.
Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.
All work shall be performed using SRNS systems/software.
MINIMUM QUALIFICATIONS:
Experience / Skills:
Senior Project Controls / Scheduler (CLIN-20) with a minimum of 5-years’ experience functioning as a Cost Lead on large scale government projects utilizing Deltek Cobra cost software and P6 scheduling software in an Earned Value Management System (EVMS) environment. Assignments will be reviewed and confirmed by the NNSA Capital Projects Director NCP Portfolio Management Office, or their designee.
  • Significant earned value management knowledge and experience, including baseline development and change control.
  • Experience implementing EVMS such as cost processors (e.g., Deltek Cobra), scheduling and reporting tools (e.g., Primavera, Empower)
  • Knowledge of Microsoft Office with extensive experience in advanced Excel functions.
  • Ability to handle multiple tasks, prioritize, and meet deadlines with minimal supervision.
  • Effective written and verbal communication skills necessary to communicate with multidisciplinary team members, using negotiation skills to influence.
  • Experience with Deltek Cobra software
  • Experience with Oracle Primavera software
Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work schedule will be established in consultation and with the approval of the supervising manager.
Area Security Access:
An active DOE clearance is not initially required to perform assigned duties. Candidate(s) must have the ability to obtain and maintain a DOE "Q" security clearance.
