Job Summary


*This position has a flexible work arrangement that may allow for telework or a mixture of working in our office and telework.*

*Approximately 5% in-state travel to trainings and/or conferences.*

This position exists to provide management, oversight, and policy expertise to the Alternative Care program, Minnesota’s program to provide long-term services and supports to older adults who are not yet eligible for Medical Assistance. This position is responsible for ensuring policies are aligned for quality monitoring as required under State and Federal statute. This position is located in the Aging and Adult Services division and works on a policy team that manages publicly-funded home and community-based services for older adults.

Responsibilities include:

  • Administer, manage, and provide oversight of the Alternative Care program, including financial eligibility determinations for the program
  • Creating and maintaining internal and external policy guidance as well as ensuring systems such as MnCHOICES and MMIS are maintained and remain in compliance with program requirements
  • Ensure ongoing federal and state approval of the program
  • Collaborate with unit trainer to provide training and support to lead agencies (counties and tribes) who administer the Alternative Care program

Qualifications

Minimum Qualifications

3 years professional experience with project planning, policy analysis and operations sufficient to maintain policy compliance.

Experience must demonstrate the following:

  • Knowledge of home and community-based long-term services and supports (LTSS) for older adults in Minnesota
  • Coordinating, development and maintenance of policy, procedures and operational protocols
  • Consider cultural appropriateness in developing programs, policies and/or delivering services
  • Write documents explaining complex issues, including legislation, technical reports or data/fiscal summaries and analysis, policies and procedures manuals, and correspondence, using plain language principles

Preferred Qualifications

  • Respects alternate approaches to problem solving and completing tasks
  • Works effectively in a rapidly changing policy environment and shift priorities to meet management goals
  • Ability to provide clear direction and support (verbal and written) to lead agency staff to support policy and operational implementation
  • Variety of experiences working effectively with others from different backgrounds and cultures
  • Large scale program planning and evaluation
  • Understanding of the roles and relationships of county, health plan, state, and federal agencies
