ABOUT NPCC
Northeast Power Coordinating Council, Inc. (“NPCC”) is a not-for-profit corporation in the state of New York responsible for promoting and enhancing the reliability of the international, interconnected bulk power system in Northeastern North America. NPCC is one of six Regional Entities which, together with the North American Electric Reliability Corporation (“NERC”), make up the Electric Reliability Organization Enterprise. NPCC operates under a delegation agreement with NERC. This agreement recognizes that NPCC meets the qualifications for delegation of certain roles, responsibilities and authorities of a cross-border regional entity as defined by Section 215 of the Federal Power Act in the U.S. and through Canadian provincial regulatory and/or governmental Memoranda of Understanding (“MOUs”) or Agreements.
As a part of the ERO Enterprise, NPCC is committed to the collective vision of a highly reliable and secure North American bulk power system and shares the joint mission of assuring the effective and efficient reduction of risks to the reliability and security of the grid.
NPCC carries out this mission through (i) the development of regional reliability standards and compliance assessment and enforcement of continent-wide and regional reliability standards, coordination of system planning, design and operations, and assessment of reliability, (collectively, “regional entity activities”), and (ii) the establishment of regionally-specific criteria, and monitoring and enforcement of compliance with such criteria (collectively, “criteria services activities”). NPCC provides the functions and services for Northeastern North America of a cross-border Regional Entity through its regional entity division, as well as regionally-specific criteria services for Northeastern North America through its criteria service’s division.
The NPCC geographic region includes the State of New York and the six New England states as well as the Canadian provinces of Ontario, Québec and the Maritime provinces of New Brunswick and Nova Scotia. Overall, NPCC covers an area of nearly 1.2 million square miles, populated by more than 55 million people. In total, from a net energy for load perspective, NPCC is approximately 44% U.S. and 56% Canadian. With regard to Canada, approximately 65% of Canadian net energy for load is within the NPCC Region.
POSITION DESCRIPTION
Under the direction of Manager, Compliance Enforcement and Mitigation, the primary responsibility of the Senior O&P Engineer/Analyst for Risk Assessment and Mitigation is to investigate, analyze, and prepare dispositions for noncompliance of Operations and Planning (O&P) NERC Reliability Standards. The O&P Engineer/Analyst for Risk Assessment and Mitigation also serves to provide technical expertise in operations and planning issues and to work with other ERO Enterprise staff, registered entities, and regulators to support a highly reliable and secure North American Bulk Power System.
KEY RESPONSIBILITIES
- Articulate the facts and circumstances, extent, and cause of each noncompliance and ensure the noncompliance disposition ties to the NERC Reliability Standard requirement.
- Assess the risk of each noncompliance and ensure the disposition appropriately and thoroughly describes the risk.
- Review mitigation and/or work with entity to develop mitigation for each noncompliance so that each noncompliance is corrected, and the mitigation prevents recurrence.
- Verify mitigation is completed through a review and documentation of mitigation evidence.
- Review and document the compliance history for each noncompliance.
- Conduct peer reviews of noncompliance dispositions drafted by other staff.
- Communicate with registered entities and the ERO Enterprise as necessary, to investigate O&P noncompliance and issues, and to assure appropriate and informed enforcement actions.
- Triage incoming noncompliance to identify violation facts, preliminary risk assessment, and complexity of the noncompliance.
- Ensure confidential information is identified, labeled, stored, and transferred in accordance with NPCC’s procedures for confidential information.
- Ensure information and data placed into various portals, software, and databases are accurate and complete.
- Participate in NPCC and ERO Enterprise meetings, workshops, task forces, committees, and forums, as assigned.
- Work closely with the Manager, Compliance Enforcement and Mitigation and other NPCC staff to develop and/or review responses to oversight.
- Provide O&P technical expertise to NPCC staff.
- Develop and/or amend policies and procedures.
- Assist, from a technical perspective, in the negotiation of settlements.
- Provide evidence, testimony, and documentation in support of Hearing Proceedings, as needed.
- Perform other assignments as directed.
EDUCATION AND CERTIFICATION/LICENSE CREDENTIALS
- Bachelor’s degree in Electrical Engineering, Power System Engineering, or other relevant Bachelor’s degree.
- 10 or more years’ experience in the electric utility industry in bulk power system planning and/or utility operations.
One or more of the following certifications/licenses are preferred:
- Professional Engineering License
- NERC System Operator Certification
- Other electric power system operations and/or planning certifications.
- Experience in the qualitative assessment of system risk with respect to thermal, voltage, short circuit, and stability issues.
- Experience in protection system design and operation under emergency system conditions.

PHYSICAL REQUIREMENTS
- Prolonged periods of sitting at a desk and working on a computer.
- Ability to work and travel within the U.S. and travel to Canada.
