Support the Government in managing the execution of multiple large complex projects with multiple dependencies, including installation planning activities and delivery of integrated C4ISR products and capabilities onboard U.S. Navy surface and subsurface units. Advise and provide recommendation to Naval Supervising Authorities and Program Sponsors of business operations, and naval modernization and repair activities for purposes of improving resource management at the project level. Support the Government in managing C4ISR execution team activities throughout installation phases (i.e., initiation, planning, execution, monitoring and control, and closeout), to include: (a) maintaining awareness of ship/submarine availability status, problems confronted, and courses of action taken through periodic management meetings & reports; and (b) providing input to the project teams with regards to the recognition & correction of potential problems of a technical, material and fiscal nature. Perform onsite technical support to include system/network/security tests or certifications during all phases of ship production, availability, and trials. Conduct daily shipboard safety inspections and provide on-the-spot recommendations to correct unsatisfactory and unsafe conditions. Develop, maintain, and brief installation progress & plans with regards to meeting cost, schedule, and performance. In this capacity, the Contractor shall develop, review, and update planning documentation for Government approval.
- Daily report to government Execution Manager on installation progress, challenges, and successes
- Program and project management plans and work schedule
- Memorandum of Agreement/Understanding
- Conflict resolution of schedules, plans, and technical support
- VIP visits pertaining to shipboard C4I installations.
- System Operational Verification Tests (SOVT)
- Ship’s Installation Drawings (SID) Red Lines and modifications
- Naval messages reporting installation start, completion, and deferred work.
- Plans of action and milestones
- Configuration management and control
- Risk management plans, risk registers, risk matrices
- Quality plans and procedures
- Item databases, file storage and archives
- Support with planning and monitoring the execution of installations.
- Present during each installation key/critical milestones and events.
- Participate in Daily Production and Weekly Progress Meetings to provide installation progress and changes in schedule.

Required Experience
- Ten (10) years of experience with US Navy afloat C4I systems architecture, installation, integration, and testing.
- Ten (10) years of experience with Fleet Modernization process stakeholders and organizational relationships.
- Ten (10) years of experience reviewing Ship Installation Drawings (SIDs); and
- Ten (10) years of experience with reviewing and developing technical correspondence, reports, documents, drawings, and/or analyses.
