Seeking a Senior Inspector/Chief Resident Representative (CRR) to work full time in support of various Energy Transmission Projects along the Long Island Railroad (LIRR) ROW. The duration will be 24 months with options for two 12-month extensions. Night and weekend work may be required.
The scope for the transmission projects consist of trenching, horizontal auger boring & underground transmission lines along or underneath the LIRR ROW for South Fork Wind (East Hampton, Suffolk), Sunrise Wind (Medford & Shirley, Suffolk), and Empire Wind (Island Park, Nassau).
Minimum Requirements:
- Baccalaureate Degree in Engineering, Construction and/or in Project Management
- Minimum 8 years of related experience in project engineering/field operations or Utility Design/Infrastructure Engineering will be considered in lieu of Bachelor’s Degree.
- Extensive experience within an operating railroad environment is preferred
- Must have a proven record and relevant experience and relevant training in Underground Transmission
- Must be able to read and interpret drawings, plans and specifications for railroad/transit construction and maintenance requirements
- OSHA 30 certification is required
- A driver's license valid in New York State.
- Demonstrated proficiency with all applicable software packages including but not limited to MS Windows; MS Office (including Project, Word, Excel, Outlook, and PowerPoint), and Adobe Acrobat.
- Must be authorized to work in the United States
Detailed Responsibilities shall include but are not limited to:
- Verify all waste material generated by the Contractor is stored, transported and disposed of lawfully, with proper documentation.
- Ensure and verify that all Contractor personnel have completed the required annual Roadway Worker Protection (RWP) training.
- Verify that the Contractor has identified and obtained all required easements, permits, variances, licenses, credentials, certificates and training that may be required, including the Railroad’s Contractor Safety Training Course.
- Oversee Contractor’s work to verify conformance with the contract documents (including quality and quantity).
- Record Contractor’s daily activities and progress of work in detail, highlighting any inconsistencies, non-conformances, field tests, labor and equipment allocation, and critical activities in the form of a daily written report to be submitted daily to the Railroad. Identify employees and visitors to the jobsite and include the information into the report. The Daily Inspection Report shall be submitted at the end of each shift or latest by the beginning of the next shift.
- Perform follow-up actions to overcome any non-conformances to preclude any adverse impact on progress of the project.
- Generate documents such as decisions and actions required by the contractor or others.
- Monitor permanent equipment and materials for completeness, safety and conformance with approved design drawings and materials list.
- Advise the Railroad in writing, and in a timely manner, of any structural deficiencies, damages or inconsistencies.
- Assist Railroad in reviewing and approving contractor invoices.
- Ensure contractor implements and adheres to approved quality and safety plans.
- Attend Job Meetings and other project related meetings regarding work plans, schedules, problem areas, construction staging, coordination of work, and updates on critical milestones dates.
- Perform preliminary, pre-final and final monitoring of substantially completed areas of work and issue a punch list for Railroad review.
- Review, approve (with Railroad input) and distribute Contractor’s shop drawing submittals, work plans, MPT plans, etc.
- Monitor Contractor’s operations to ensure work is being performed in a safe manner.
- Generate weekly reports to the Railroad on safety aspects of Contractor’s operations.
- Ensure that the Railroad’s safety, security and fire protection regulations are implemented and maintained.
- Issue notices, warnings and Stop Work Orders to Contractors in the event that safety regulations are violated, and order remedial measures.
- Monitor Contractor’s accident reports for accuracy and completeness.
- Locate local medical facilities and/or hospitals to ensure prompt transport and treatment for any injuries that might occur for each relative site location.
- Maintain injury record/reporting system for worker’s compensation purposes.
- Review claims with insurance company as necessary.
- Maintain job progress photos.
- Review of required insurance documents for contractor compliance prior to their start of work.
- Establish and maintain project files.
- Maintain Safety Data Sheets (SDS) documents in the field office and/or on site.
- Interface and cooperate with the Railroad, insurance broker, and insurance carrier on all required procedures, claims or losses.
- Maintain additional records or documents as required.
General Responsibilities:
- In addition to review, monitoring, and inspection of the 3rd Party Contractor’s work, the work shall include the following activities:
- Coordinate with the Project Management team on engineering and procedural plans.
- Coordinate with Long Island Railroad Disciplines in order to request Mark-Outs, F/A Support when needed, Design Reviews & Work Plans.
- Review Monthly (Force Account) Pre-Bills
- Manage CPM baseline and updates
- Manage RFI’s and engineering-related inquiries
- Verify that appropriate materials and construction processes are being used
- Prepare relevant inspection reports
- Coordinating Roadway Worker Protection Training for all of the Contractor’s employees that will be on-site.
- Coordinating with LIRR Flagging for any work that is within the ROW.
- Conduct field inspections to ensure that all LIRR facilities are protected, supported, maintained in accordance with all applicable engineering designs, specifications, procedures, and/or codes
- Ensure that the contractor's means and methods conform to their HASP, LIRR Regulations including LIRR Entry Permit’s & Licensing Agreements.
- Maintain all project files including daily logs on contractor activities, updated schedules and contract drawings, submittals/RFI's and sign in sheets.
- Coordinating site mobilization and site preparation.
- Coordinating Maintenance and Protection of Traffic.
- Monitoring final site clean-up, accomplish archival of records documents and submittals, demobilization and closeout.
- Experience in preparing Project Plans, Work Plans, and Weekend Work Plans. Evaluate and prepare recommendations to the Railroad regarding sequence of construction activities, proper means and methods of construction when working in a railroad environment. Coordinate Third Party Contractors to ensure that the project look-ahead schedules and work plans are properly integrated.
- Experience in reviewing of design submittals. Ensure that all comments from Design Consultant, LIRR Engineering and other entities of the LIRR are incorporated into the approved design and shop drawings and that work is performed accordingly, with inclusion of subsequent approved changes, LIRR direction (responses to RFI’s), etc.
- Experience in overseeing Contractor's work to verify conformance with the contract documents. Record Contractor's daily activities and progress of work in detail, highlighting any inconsistencies, non-conformances, field tests, labor and equipment allocation, and critical activities in the form of a daily written report to be submitted daily to the Railroad. Perform follow-up actions to overcome any non-conformances to preclude any adverse impact on progress of the project. Must be proactive in solving engineering and construction related problems and shall promptly inform the Railroad’s PM of any events or problems requiring immediate attention.
- Assist Railroad’s Project Manager with any community relations issues during the course of construction such as noise and traffic concerns caused by contractor.
Qualifications:
- Possess a thorough understanding with American Railway Engineering and Maintenance-of-Way Association (AREMA) requirements, Long Island Rail Road (LIRR) engineering standards, as well as the LIRR MW-2000.
- Ability to coordinate/integrate Third Party Contractors and Force Account Design & Construction activities to support the scope of work and project schedules/budgets.
- Must be able to interact professionally with all levels of management, client representatives, staff and craft while simultaneously managing a diversified workload and challenging situations efficiently and effectively
- Experience in managing Railroad work scope, budgets and schedules.
- Experience with LIRR engineering practices and other MTA agencies, requirements, means and methods.
- Knowledge and understanding of project management scheduling and estimating.
- Knowledge of LIRR engineering specifications and standards.
- Knowledge of construction when working in proximity to LIRR operations.
- Knowledge of Federal Railroad Administration Roadway Worker Safety Regulation and industry safety standards (i.e., OSHA).
- Ability to obtain Roadway Worker Training for Contractors (RWP).
- Ability to perform field inspections and daily monitoring of construction to ensure compliance with Contract Documents.
- Ability to be proactive in field management of third-party contractors and providing prompt resolution of field problems as it pertains to standard engineering and construction practices.
- Ability to evaluate and identify sequence of construction activities and methods to minimize impacts to LIRR operations and the public.
- Ability to list anticipated problems and proposed solutions including design, constructability and maintainability.
- Ability to review contract documents and arrange meetings as required with the 3rd Party Contractors, LIRR Engineering, LIRR Business Unit (LIRR BU) of Construction & Development (C&D), and other railroad departments/divisions.
- Ability to perform field inspections and daily monitoring of construction to ensure compliance with Contract Documents.
