Proposal Summary:
The purpose of the USAID/Bureau for Humanitarian Assistance Humanitarian Assistance Support Contract (BHASC) is to provide operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 day a week (24/7) response capability. The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. BHA’s mission requires both a streamlined, integrated day-to-day operational capacity to steady-state work, as well as a 24/7 standby response capacity to address emerging humanitarian needs anywhere in the world.

Position Summary:
The senior ERM will oversee the ERM team that will provide supervision, performance management, and professional development guidance on a daily basis for BHASC staff who are embedded within BHA. ERMs are the first point of contact for BHASC employees embedded on the client site. ERMs will assist with the successful delivery of all aspects of the program to include the facilitation and implementation of appropriate technical tools, systems, guidelines, and policies/procedures to ensure quality, value, technical excellence, contractual compliance, and client satisfaction. The ERM team will also have an important client liaison role in managing the relationship with BHA points of contact who work directly with our staff. The senior ERM will handle critical information and confidential data necessary to define and discern application of human resources and related policy, as well as navigate staff concerns and disputes. The senior ERM will collaborate with varying BHA leadership on matters of policy and terms of memoranda of understanding before and throughout any disciplinary processes. The ideal candidate possesses excellent oral and written communication skills, with exceptional facilitator experience.
Responsibilities:
- Provide regular functional oversight and supervision of the ERM team and contract staff.
- Help coordinate recruitment and hiring with HR recruiters and USAID, as required.
- Manage contract staff feedback and performance evaluations (90 day and annual).
- Provide management support of contract staff, ensuring that roles and responsibilities are clearly defined, performed in a timely fashion, and meet established quality and performance standards.
- Liaise with HR on personnel issues.
- Resolve conflicting demands for contractor support service.
- Provide guidance and direction concerning the resolution of employee issues and concerns.
- Ensure availability of orientation and training sessions as necessary for staff. Coordinate with recruitment team to onboard new staff.
- Implement and articulate policies, purposes, and goals of corporate and/or USAID for contractor staff. Ensure staff do not perform inherently governmental functions.
- Act as liaison for the client with special projects.
- Provide regular interface with USAID BHA points of contact (POC), including recruitment updates, staffing needs, and inputs on interview structures and candidates for positions.
- Contribute to the creation of contract standard operating procedures and policies.
- Support recruitment process by assisting in the coordination of and taking part in interviews.
- Review and approve (travel) expense reports and staff related invoices, and ensure staff timesheets are properly documented, approved, and processed.
- Guide employees through various contract standard operating procedures and policies.
Qualifications:
- Bachelor’s degree in human resources, social science, business administration, or a related field with at least ten (10) years of experience. Master’s degree preferred.
- Good judgment in balancing business and commercial needs and potential risks/exposures with customer requests.
- Demonstrated ability to work within tight schedules and under pressure, both independently and as part of a team.
- Must be flexible and receptive to change in the workplace.
- Excellent oral and written communication skills.
- Strong organizational skills with excellent interpersonal and facilitation skills.
- Thorough understanding of negotiation techniques coupled with the ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations.
- Working knowledge of USAID rules and regulations; prior experience with USAID or other donor-funded projects preferred.
- Knowledge of Federal global humanitarian programming, U.S. foreign assistance programming, and international development organizations.
- Fluency in English is required.
