SUMMARY STATEMENT:
Under the supervision of the Superintendent, the Senior Director of Capital Facilities serves as the district representative in planning and developing facilities and new construction, including allocation of staff and resources, ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines, while monitoring the annual budgets for the department and evaluating assigned programs.
ESSENTIAL FUNCTIONS:
- Supervise, manage, and evaluate the Director of Maintenance, Construction Project Manager, and facilities personnel.
- Coordinate with the Senior Director of Facilities to divide oversight of the employees, Central Receiving, Print Center, and Records Retention Center.
- Prioritize and collaboratively plans with the Senior Director of Facilities, Maintenance, Custodial, Grounds, and Construction Project Manager to ensure efficient use of resources and to contribute to an effective learning environment.
- Work with the Director of Maintenance to ensure grounds and equipment are properly maintained.
- Plans, coordinates, and manages the activities of staff in assigned departments; hires staff and assigns work; establishes clear performance expectations and evaluates staff based on results; initiates change in assignments and takes corrective measures.
- Coordinate the planning, funding design, and construction of capital improvement projects with maintenance and other departments, utility companies, local government agencies, grants, and other outside funding sources.
- In conjunction with the Superintendent, oversees all capital projects with respect to planning, design, procurement, construction budgeting, schedules, change orders, and project closeout.
- Acts as district contact with the Office of Superintendent of Public Instruction (OSPI) on capital projects, as needed. Ensures accurate completion and submission of “D” forms for all state match projects.
- Serve as a district representative during the planning, design, equipping, and move-in phases of assigned capital improvement projects.
- Works collaboratively with district administrators to establish district standards as they relate to facilities including room utilization, furniture, technology, classroom configurations, equipment, and materials.
- In conjunction with the leadership team, update the long-range plan (study and survey) in preparation for a potential bond initiative.
- Prioritizes bond and levy allocations for Maintenance, Custodial, and Facilities.
- Work independently, collaboratively, and timely while managing multiple projects and demands to meet deadlines and satisfy the expectations of multiple constituents.
- Maintain an Inventory of Current Facilities, data collection, and reporting to OSPI related to facilities and infrastructure.
- Prepare and provide timely and accurate written reports, including assistance with the Asset Preservation Plan and report annually to the School Board.
- Manage, negotiate, track and execute easements and other property encumbrances for all district properties.
- Supports in the negotiation of real property acquisitions for the construction and remodeling of schools and assists with long-range planning, including enrollment projections, program changes, and planning for capital renewal planning and execution.
- Represent the District at city and county meetings and hearings regarding land use and housing, including annual reviews and updates to the GMA, and communicate the district’s position on land use and planning that is favorable to quality and financially sustainable schools.
- Advocates the district’s position to the local and regional government concerning land use regulations, zoning, and community development codes and standards; represents the district on various local and regional committees.
- Oversees land use and discretionary permits on district properties; prepares, submits, and coordinates public presentations to city and county officials, hearing examiners, planning commissions, and architectural design boards.
- Update the 6-year Capital Facilities Plan in compliance with the Growth Management Act (GMA) for adoption by Clark County, the City of Vancouver, and the City of Camas to ensure school facilities will be available to serve new growth and development.
- Acts as responsible SEPA Official. Coordinates collection of district project and future project data and issues threshold determination. Assures district responsibility and legality as set by RCW 43.21C. Supervises the review of proposed projects of other jurisdictions that may have an impact on the district. Supervises the preparation of the district’s SEPA response to proposed developments.
- Track subdivision and residential development and respond to developers regarding growth.
- Responsible for pre-qualifying, negotiating terms and creating contracts with engineers, architects, consultants, construction managers, and contractors.
- Ensures compliance with contracting laws and code regulations including the preparation of documents and presentation to the Board of Directors for all approvals to advertise to bid, acceptance of bids, and approval of all construction-related contracts.
- Uphold and assist in enforcing district procedures, rules, administrative regulations, board policies, and Code of Professional Conduct.
- Ensures district compliance with regard to Title IX facility issues.
- Communicate with staff, supervisors, program participants, and community in a clear, effective, respectful, timely, and supportive manner.
- Develop cultural competence and a commitment to equity in outcomes and opportunities for adults and students.
- Nurture a school environment that celebrates, respects, and values diversity where teaching and learning are made relevant and meaningful to students of various cultures.
- Publically draws attention to all equity gaps that exist for various groups of students with plans to address their elimination.
- Initiate activities and discussions that lead to increased cultural competence of staff, informing and expanding teaching practices within classrooms.
- Provide and/or facilitate training of staff with regard to the most effective practices which lead to higher student achievement regardless of race, ethnicity, socioeconomic status, or prior academic achievement.
OTHER RESPONSIBILITIES:

MINIMUM QUALIFICATIONS:
- Successful completion of a Bachelor’s Degree required in Architecture, Engineering (Civil, Electrical, or Mechanical), Planning, or Construction Management.
- Successful completion of a Master’s Degree preferred in Architecture, Engineering (Civil, Electrical, or Mechanical), Planning, Construction Management, or Educational Administration.
- Minimum of three years of multi-site facilities management experience in facilities planning, construction, building maintenance, custodial services, and budget.
- Demonstrated ability to manage construction activities and develop/implement long-range plans.
- Successful experience in selecting, training, motivating, and evaluating employees.
- Strong collaborative leadership abilities, building and maintaining relationships, and acting as liaison with community organizations, citizen groups, and other municipal agencies.
- Successful completion of a Washington State Patrol background check.
- Ability to demonstrate effective written and oral communications with diverse community members including students, staff, parents, and community stakeholders.
- Ability to establish and maintain effective working relationships in a multicultural and diverse socio-economic setting with architects, engineers, regulatory authorities, consultants, contractors, district staff/administrators, the development community, and neighborhood associations.
- Demonstrated ability to facilitate collaborative problem-solving and promote consensus with groups having diverse perspectives and interests.
- Ability to work collaboratively with local agencies and officials, both city and county, on matters concerning district property easements and access issues in conjunction with district construction projects and external development impacting district property, utility company upgrades, or right-of-way improvements.
- Organizational and time management skills and the ability to use conflict resolution skills.
- Ability to complete complex problem analysis, determine solutions options, and make recommendations through creativity, innovation, collaboration, and critical thinking.
- Knowledge of computer systems and networks and standard application software, including spreadsheet, word processing, and database packages,
- Evaluate, assess and improve the effectiveness of programs and procedures.
