What You'll Be DoingThe Senior Business Analyst function as an internal consultant to all service divisions throughout the agency. Provide program evaluation and continuous quality improvement support by developing and implementing measurement-based approaches that focus on process improvement. Role accomplished by:
Charting, analyzing and providing ongoing review of business processes to determine the effectiveness and efficiency of processes.
Assisting cross functional teams to develop strategies for enhancing practices with an emphasis on accountability process improvement and ultimately improvement of service to customers.
Building the capacity of staff to understand business process analysis, apply principles of continuous quality improvement, and manage specific functions of work as "projects."
Other duties include:
Developing relationships and becoming an integral trusted part of management teams within the department.
Contributing to the agency strategic plan and business plan.

The Basics (Required Education and Experience)
Bachelor's degree
Four years of job-related experience
Equivalent education and experience are accepted
Beyond the Basics (Preferred Education and Experience)
Highly Competitive Candidates will also possess:
Bachelor's degree in Business, Information Technology, Social Services, Public Health or other Human Services related area
More than three (3) years of business process analysis experience
Experience working within a government,non-profit, or related agency.
LEAN, Sigma 6, or Project Management Professional or other related certification or training regarding project management or business analysis.
How Will We Know You're 'The One'?
Knowledge of program evaluation methodologies.
Knowledge of a framework of continuous quality improvement process.
Knowledge of the principles and practices of project management to achieve project objectives within established budgets and schedules.
Ability to lead discovery conversations with stakeholders to define issue/subject and recommend optimal approach.
Ability to collaborate with subject matter experts to select the necessary internal and external sources of information, leveraging new data collection processes as needed based on business requirements, knowledge and best practices.
Demonstrated exceptional communication skills and ability to clearly discuss and convey process improvement strategies with staff at all levels within the agency.
Demonstrated ability to assist cross functional teams to develop and implement strategies for enhancing practices with an emphasis on accountability process improvement and ultimately improvement of service to customers.
Demonstrated ability to write and present succinct and informative verbal and written communication, which conveys clear and concise meaning.
