Job description
The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities and many other essential destinations. The Division plans, schedules and manages the County's own Ride On bus system consisting of County owned and operated buses. The Ride On system is designed to complement the service provided by the other transit providers in the County and provides almost 30 million trips per year.
Transit Services is seeking a Safety & Training Supervisor who will be responsible for providing direct supervision over Safety and Training Instructors, who in turn have primary responsibility for delivering safety and operational training for all newly employed bus operators, and for delivering safety, security and compliance training for all current bus operators and other employees in transit-related job classes.
Duties include but are not limited to:
- Exercises the full range of administrative and technical supervisory duties, responsibilities, and authorities over a subordinate staff.
- Establishes work priorities, assigns work and oversees all quality assurance checks and functions.
- Assumes ultimate responsibility for such administrative supervisory functions as interviewing potential candidates; preparing appropriate recruiting documentation; interfacing as necessary with departmental administrative staff and external officials; ensuring training of subordinate staff in all phases of customer service protocol, procedures, and records maintenance.
- Plans and coordinates the activities of safety and operations training instructors related to new bus operator training and current and new bus operator safety, security, and operations training.
- Updates the current training curriculum and develops new training material as necessary.
- Schedules retraining for operators returning to duty following an injury, accident, illness, etc. and communicates these plans to the respective operation depots.
- Conducts performance evaluations for subordinate staff and serves as performance reviewer and approval of authority for new and current bus operator appraisals.
- Schedules, coordinates, and participates in periodic divisions' safety meetings, fire drills and evacuation plan training.
- Serves as a chairperson of the Accident Appeals Committee to include setting up the month and yearly accident review schedule, reviewing documents and video evidence prior to the formal review; completing required documentation, communicating with the union, and entering information in the accident database.
This position REQUIRES the Safety & Training Supervisor to possess and maintain at all times a valid Commercial Driver's License with Passenger and Airbrakes endorsements from applicant's state of residence, and the ability to drive a County vehicle to get/from/around areas of Ride On operations. Additionally, positions will safely operate a passenger bus - during emergencies, at supervisor request, and for training and demonstrations.
Work requires employee to work various hours/shifts and days and ability to perform tasks outside and in adverse weather conditions. Physical demands include work performed both inside in a typical office environment, and outside while inspecting and overseeing bus operator safety and operations training exercises.
The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum QualificationsExperience : Four (4) years of transit supervisor or transit instructor experience.
Education : Completion of High School or possession of a High School Certificate of completion recognized in the State of Maryland.
Equivalency : None.
Other : Applicants must be twenty-one (21) years of age as of the first day of employment in a position in this class.
LICENSE : Possession and maintenance at all times of a valid Commercial Class B (or equivalent) driver’s license with passenger endorsement and air brakes, and a valid DOT card issued by the applicant’s state of residence.
Preferred CriteriaThere are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview.
Preferences for interview will be given to applicants with experience in the following:
- Experience in evaluation of training programs and trainees.
- Experience in classroom and field instruction methods.
- Experience with regulations and procedures, bus system safety principles and transit equipment in order to be able to demonstrate the operation and procedures involved with all types of equipment.
- Experience supervising, providing work direction and prioritizing workloads to employees.
- Experience working with computer applications.
- Experience adapting to changes in organization and resolving conflict.
