Job description
The Risk Management Assistant (Risk Management Claims Adjuster) assists in supporting and implementing East Bay Municipal Utility District’s (EBMUD’s) Risk Management Programs. The Risk Management Assistant (Risk Management Claims Adjuster) performs technical and clerical duties related to liability (property, bodily injury, and inverse condemnation claims and lawsuits), subrogation and workers’ compensation claims, litigation support, contract review, and data monitoring and maintenance. Responsibilities may shift to provide greater or lesser support in any of the other Risk Management programs, to support the Division, as needed.
Responsibilities include:
- Reviewing liability, subrogation and workers’ compensation claims, accident reports, property damage reports, and other documents for accuracy and completeness; gathering information to verify, clarify, document, or determine liability issues; preparing reports; and determining claims payments including negotiating settlements as authorized.
- Adjusting assigned claims, including investigation into liability exposure, evaluating damages, and providing recommendations for resolving bodily injury, property damage, and/or inverse condemnation claims and lawsuits.
- Evaluating general and auto liability, subrogation and workers’ compensation, and disability claims to recommend a plan of action to resolve claims and/or mitigate against potential exposures.
- Reviewing EBMUD RFP’s, contracts, and specifications, advising on insurance requirements, and providing assistance and support for annual insurance renewals.
- Representing EBMUD in small claim court hearings and other legal proceedings as assigned.
- Reviewing EBMUD contracts and providing advice on insurance, indemnity, and defense requirements in the contracts.
- Researching and maintaining data from various sources to develop information needed for reports and other documents.
- Investigating and researching information on claims and litigation; assisting in administering self-insured property loss account, budget, and loss reports.
- Maintaining claim documentation and ensuring data integrity of liability claims system.
- Providing support to the Risk Management Analyst (Liability Claims Supervisor), as assigned.
- Providing support to the Workers’ Compensation Manager in Workers’ Compensation, Disability, Leave Management and other matters, as assigned.
- Providing support to the Manager of Risk Management, as assigned.
Knowledge of:
- Methods and techniques used in adjusting bodily injury and property damage claims, including assessing, evaluating, and resolving general and auto liability, and subrogation claims.
- Principles, procedures, and practices in loss prevention or reduction.
- Fundamentals of risk management.
- Applicable federal, state, and local laws and regulations pertaining to negligence, insurance, and motor vehicles.
- Software for word processing, recordkeeping, and data analysis.
- Common methods of compiling, analyzing, and evaluating data and information.
- Techniques to communicate information in an easily understandable form.
Ability to:
- Deal effectively and professionally in sensitive and difficult situations.
- Adjust general and automobile liability (bodily injury and property damage) arising out of construction, maintenance, and vehicle operation activities.
- Write effective correspondence and reports.
- Create accurate records with careful attention to details.
- Conduct thorough accident investigations.
- Analyze facts and circumstances and develop logical conclusions.
- Coordinate several concurrent assignments under deadlines.
- Provide technical assistance to EBMUD management staff.
- Establish and maintain effective working relationships with EBMUD staff at all levels, staff from external organizations, vendors, consultants, the public, and others.
- Establish own work priorities.
- Work with minimum supervision.
- Properly handle sensitive matters.
- Communicate effectively both orally and in writing.
- Keep abreast of changes in the risk management field.
The most competitive applicants will have:
- Excellent written and oral communication skills.
- Three or more years of experience adjusting California Tort Claims Act property and bodily injury claims.
- Working knowledge of the California Tort Claims Act.
- Working knowledge of inverse condemnation claims.
- Working knowledge of tort litigation.
- A proven ability to analyze facts, identify issues, and make appropriate recommendations and solutions for resolution.
- Physical ability to meet with claimants to investigate claims, inspect properties, accident sites, etc.
The salary range is $8,043 per month increasing to $8,445, $8,867, $9,310 and $9,775 after 6, 18, 30, and 42 months, respectively.

1. Completion of the twelfth grade or its equivalent.
2. Two years of technical experience in adjusting claims, investigation of liability, loss prevention or property and liability insurance.
3. Valid California driver’s license and satisfactory driving record.
4. Possession of the physical characteristics to perform the critical and important duties of the job, including sufficient physical agility to inspect loss sites, EBMUD facilities, and construction sites, and willingness to take after-hours calls and work overtime as needed.
