Quality Analyst (Office of Transportation Performance & Innovation)

Pay rate $20 an hour

Location Atlanta

The Quality Analyst works within the Quality Improvement Group of the Office of Transportation Performance & Innovation (TPI). The TPI mission is to enable evidence-based and customer focused enhancements to the statewide and Atlanta-region mobility networks. This mission is accomplished by providing thoughtful and systematic research, analysis, reporting, and program development services. Under the supervision of the Quality Improvement Manager, the Quality Analyst regularly reviews data supporting the various programs of the State Mobility Authorities (SRTA, GRTA, ATL); develops tools, processes, and standards to evaluate and ensure data accuracy and completeness; develops and reviews interactive dashboard tools and static reports based on these data; and ensures that TPI products are released according to defined quality standards. The various programs supported by this position include the Xpress commuter transit service, regional Vanpool program, Georgia Express Lane network and Peach Pass tolling system, other regional transportation operations, regional transportation planning activities, and statewide financial activities.

Responsibilities

  • Regularly review mobility data for the Authorities’ transit and tolling programs to identify errors and anomalies.
  • Work with other staff to establish or improve data stewardship and quality assurance standards and processes for enterprise data and customer-facing programs.
  • Recommend process improvements for internal customers (other business units in the State Mobility Authorities) to support better outcomes for the Authorities’ external customers.
  • Curate data dictionaries, document data lineage, and develop and maintain business glossary entries for key performance indicators.
  • Use data blending and visualization tools to transform raw data inputs into usable metrics and business intelligence.
  • Develop, test, improve, and curate interactive dashboards and static reports.
  • Work with other staff to review and respond to data and information requests that may originate inside or outside of the State Mobility Authorities organization.
  • Ensure the quality of information and aesthetic presentation of dashboards and reports.
  • Support TPI’s organizational partnerships, within and beyond the State Mobility Authorities.
  • Perform other duties as assigned by Management, helping the State Mobility Authorities become a more data-driven organization.

Technical Competencies

  • Strong writing, research, organizational, and computer skills.
  • Strong written, oral, and visual communication skills.
  • Ability to think creatively and strategically to help the team conceptualize, plan, and make decisions while accounting for current and emerging trends, policies, and procedures.
  • Attention to detail and ability to identify the root cause of quality issues, including data quality and program performance.
  • Ability to establish and maintain effective working relationships in a team environment.
  • Experience with successfully applying the concepts, tools, and methods of Quality Management.
  • Proficiency with Microsoft Office tools including Word, PowerPoint, and Excel.
  • Proficiency with data visualization software (for example Tableau), and data blending/analysis tools (for example Alteryx, Microsoft Azure Synapse).
  • Proficiency with creating and analyzing complex spreadsheets and databases.
  • Experience with project and task management desirable.
  • Familiarity with Agile/Scrum development framework desirable.
  • Coding proficiency with VBA, Java, HTML, SQL, Python, and/or R scripting desirable.

Minimum Qualifications

Bachelor’s Degree from an accredited college or university required AND one (1) to three (3) years of practical hands-on experience related to data management, analytics and/or quality management in an operations-oriented field. Note: an equivalent combination of education and experience that provided the required competencies may also be considered. Applicants must show demonstrated ability for quality assurance, data modeling, data science or analytics, and technical communications.

Preferred Qualifications

A master’s degree from an accredited college or university is desirable. Prior educational and/or work experience related to the transit, tolling, and/or transportation industry operations is a plus.
