Researches, documents, prepares, and distributes written and oral communications; communicates news of city programs, events, accomplishments, and services to various internal and external audiences; and produces web content. Collaborates with the department manager on communication strategies, including the development and implementation of communications plans for specific projects. Measures and evaluates output and outcomes from communications goals and objectives.



ESSENTIAL FUNCTIONS:



  • Edit and produce internal and external newsletters, brochures, posters and other printed and electronic material from conception to finished product including design layout, writing content, taking photographs, shooting video, and creating graphics.
  • Write and edit news releases, opinion pieces, speeches, training presentations, and a variety of other written communications.
  • Write and edit content for the City of Lubbock's social media sites and monitor city department social media sites.
  • Produce content for the city's internal and external websites.
  • Analyze statistical data from a variety of communication tools, including city social media sites and the city website.
  • Assist city departments with communication and media relation strategies and serve as an advertising and marketing resource.
  • Shoot still photographs of events and individuals or groups, either in studio or on location.
  • Assist with government access channel bulletin board and script writing for city government access channel, as requested.
  • Serve as public information contact for the media when the department manager is unavailable.
  • Assist in crisis management, including communicating to the media and public during emergencies.
  • Help develop departmental policies and protocols.
  • May supervise interns.
  • Perform other duties as assigned.



QUALIFICATIONS:


Bachelor's degree in mass communications, marketing, public relations, or a related field with an additional three years or more experience in public affairs, media relations, marketing, social media, and graphic design; or any combination of relevant education and experience.

Must be available to rotate on-call
Able to come in early or stay late if needed
Must be willing to give on camera interviews to media

Valid current driver's license




KNOWLEDGE AND ABILITIES:


Knowledge of:
  • Electronic and print newsletters and other publications;
  • Graphic Design;
  • Social Media;
  • AP Style;
  • Print, Broadcast, and Online Media;
  • Photography and Videography.

Ability/Skill:

  • Utilize computer and software programs specifically Adobe InDesign, Illustrator, and Photoshop;
  • Strong oral, written, and proofreading skills;
  • Strong command of social media platforms;
  • Identify communication needs and develop strategies, methods, and tools;
  • Plan, organize, implement, and prioritize a variety of tasks;
  • Work under deadlines and stressful situations with frequent interruptions and changes in priorities;
  • Communicate clearly in order to present information and convey issues and complex information to both technical and non-technical audiences;
  • Work effectively both in solo and team environments;
  • Manage and analyze large amounts of data.

Physical Requirements:

  • Occasionally stand, walk and bend during the shift;
  • Frequently lift and carry up to 10 pounds;
  • Occasionally lift and carry up to 25 pounds;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Place arms above, at or below shoulder height.
