SCHEDULE: Monday – Friday, 8:30 AM to 5:00 PM

Pays $23.48 per hour

LOCATION: 82 Green Street, Jamaica Plain Plus travel to Pine Street Inn (PSI) locations and scattered site housing apartments in the Greater Boston and surrounding area

JOB DESCRIPTION:

SUMMARY OF THE POSITION:

The Housing Coordinator is responsible for multiple property management functions as detailed below. The person in this position works cooperatively with PSI/PSH program staff, property owners, tenants and management agents to effectively coordinate all paperwork and communication related to the acquisition, set up, and property management of these units.

REQUIREMENTS:

EDUCATION/TRAINING:

  • High School diploma or equivalent
  • Formal training in word and excel
  • Human Services direct care experience or extensive customer service experience

PREFERRED:

  • Maintenance or Housekeeping Experience
  • Valid Massachusetts driver’s license with good driving record and personal vehicle
  • Proficient hands-on experience with Microsoft Office applications and Windows based property management software program similar to RealPage Onesite

KNOWLEDGE/EXPERIENCE:

  • 1 year Property Management, Facilities Management, or Housing Stabilization/Tenant Advocacy experience

PREFERRED:

  • Two (2) years Property Management experience with Certified Occupancy Specialist or Affordable Housing Manager Certification

PHYSICAL ABILITIES/SKILLS:

  • Ability to sit for long periods, to use personal vehicle for travel (and delivery of supplies), and when appropriate, public transportation, to travel to scattered site locations, other PSI program locations, etc.
  • Ability to walk 1 mile
  • Ability to climb many stairs and lift 50 pounds
  • Ability to make copies of keys on in-house key duplicating machine

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

Unit Acquisition

  • Collaborate with the Property Management Administrator to market the Housing Programs to landlords and real estate brokers in the Greater Boston and surrounding area in an effort to lease new apartments for Housing projects and replace units lost to attrition.
    • Responsible for finding and placing new apartments within 120 days of project needs.
    • Performing housing search and owner/landlord outreach throughout each week that results in acquisition of new units.
    • Checking rent reasonableness using Go Section 8 web-based software system.

Apartment Leasing

  • Conduct initial, annual, and special inspections of units according to HUD guidelines and as required by funders. Specifically:
    • Use HQS inspections checklist for an annual unit inspection to ensure landlord/owner compliance with HUD Housing Quality Standards (HQS).
    • Use HQS inspections checklist for all new unit acquisitions to ensure landlord/owner compliance with HUD Housing Quality Standards (HQS).
    • Use the Rent Reasonableness (RR) worksheet on all new acquisitions and owner rent increase requests to establish SSH program compliance with HUD’s rent reasonableness standards, thereby demonstrating that rents paid by HUD are reasonable, appropriate, and comparable to unassisted units in the private market.
  • Coordinate inspections and other activities with outside agencies including, but not limited to, Boston Inspectional Services, Boston Water & Sewer, Boston Police & constable notice and evictions services.

Apartment Set-Up

  • Organize keys for unit and coordinate key management for all units. Make copies of keys on key duplicating machine, or through outside vendor if needed. Establish phone and other utilities service as required. Coordinate furniture delivery, donated furnishings delivery, and set up of apartment, including the purchasing and placement of household items and groceries prior to move in. Involve facilities and volunteer departments as necessary.

Unit Turnover

  • Working with Facilities Department, plan, coordinate and prepare vacant units for new or transferred individuals. Organize disposal of items, arrange for cleaning, and replace furniture and furnishings as necessary.

Property Management

  • Manage telephone billing and other necessary utilities by maintaining and updating the utilities database worksheet. Work with program staff to coordinate phone maintenance servicing as necessary. Transfer phone service to program participants as requested by program staff.
  • Report all unit maintenance needs to owner/landlord. Coordinate the service visit between Housing staff and internal and/or external owner/landlord maintenance departments.
  • Work collaboratively with the Program Representative, Occupancy Specialist, and Property Management Operations Administrator to report monthly statistics on unit acquisition, unit turnover, apartment readiness, and maintenance issues.
  • Work collaboratively with Housing Coordinator on housing which spans both CH and SSH, including but not limited to the consolidation of SSH. Assume responsibilities of other Housing Coordinators portfolios as necessary.

Create thorough and clear instructions for work order system.

  • Assist Administrator of Property Management with special projects and take on additional responsibilities as required.
  • Uphold the rights of all applicants and tenants. Be continually aware of these rights and act in accordance with these rights. Interact with everyone in ways which establish a climate of respect for human dignity.
  • Work cooperatively with representatives of all PSI departments, including but not limited to development and external affairs, finance and human resources.
  • Represent Pine Street Inn Housing in a professional manner in all contacts with neighbors and representatives of other agencies.
  • Contributes to the overall integration and success of the department by being a team player, accepting and offering guidance as appropriate, participating in PSI activities and trainings as requested and promoting organizational integration based on the mission, vision and values
  • Work collaboratively with the SSH Case management representatives and managers to coordinate moves and transfers.
