Job description
The Project Manager III is a professional position within the Information Technology department and will be a member of the information Services Budget Team. The functions of this position will be to evaluate, approve, and or reject information services spend requests. The position will conduct training on technology requisition and pcard transactions. He/She will work with other members of the team to collaborate and maintain the IS budget standard operating procedures. Other responsibilities include documentation, communication, and reporting. These areas of focus are essential to the ensure operational spend aligns with approved budget plans.

ESSENTIAL RESPONSIBILITIES

1. Approver for Information Services Requisitions

2. Oversee Technology Requisition Training

3. Oversee LUIS Project Spend

4. Oversee LUIS Operational Budget Spend

5. Maintain Information Services Budget Documentation

6. Provide Budget Support to LUIS Leadership and Budget Office Manager

7. Communicate IS Budget Timeline(s) and Processes

  • EOY Purchasing

  • Budget Planning

8. Oversee Information Services Budget Reporting

  • Commodity Codes

  • Open/Close P0

  • Pcard Transactions

  • Account Codes

  • UNSPSC Codes

OPERATIONAL JOB FUNCTIONS

1. Report risk and escalate to management appropriately and in a timely fashion.

2. Troubleshoot and problem-solve by utilizing the training, knowledge, and resources available.

3. Manage performance metrics to meet SLA requirements

4. Ensure effective communication between all Information Services requisition submitters.

5. Support LUIS leadership staff on budget processes, policy, and questions.

6. Author and submit budget documentation and reports for Enterprise Architecture’s AD, Director, and VP

7. Learn existing and emerging technologies, processes, products, services in use at Liberty University.

8. Creatively resolve issues and or conflict as they are identified.

9. Work effectively as a team member, embracing and fostering LU’s mission

QUALIFICATIONS AND CREDENTIALS

Education and Experience

  • Bachelor's degree in business or finance accounting and/or 4-6 + years of relevant job experience.

  • Knowledge and familiarity with word processing, spreadsheet, database, and presentation software.

  • The ability to meet tight deadlines and work under pressure

  • Ability to effectively communicate both verbally and in writing to convey clear, well-articulated information.

  • Ability to understand, speak, and write English in order to convey messages and correspond in an articulate and professional manner.

  • Possess public communication skills that allow professional representation of Liberty University to a variety of business and community customers and associates.

  • Strong organizational skills.

  • Excellent computer skills.

  • Intuitively able to reason, analyze information and events, and apply judgment in order to solve problems of both a routine and complex nature.

Physical and Sensory Abilities

  • Occasionally required to travel to local and campus locations.

  • Frequently required to sit for extended periods to perform deskwork or type on a keyboard. (If not administrative duties, such as labor, define general physical abilities.

  • Regularly required to hear and speak in order to effectively communicate orally.
