What you will be doing:
In this role, you will direct and lead two main functions of the Visitor Services Program: event management and campus public space use management. You will be responsible for all aspects of planning, coordination, and execution of scheduled and unscheduled events on the Capitol Campus. You will serve as frontline manager in the absence of the Public Space Superintendent to manage expectations, enforce rules and protect campus assets. The manager must interact as DES’s ambassador and diplomat to ensure the balance of First and Second Amendment rights, the conduct of government business and the consistent application of user requests in a highly contentious political environment.
You will be expected to split work time between the office environment, performing related administrative duties and in the field, serving as the frontline manager and primary point of contact during events. You will collaborate and interact with numerous government and agency officials and will ensure the smooth operation of service delivery to campus users, which includes over 500,000 users a year, over 600 events per year, and 80,000 visitors on public tours!

Some of what you will enjoy doing:
Manage and coordinate events. Provide DES service deliveries and manage/control budgetary expense:
Determine priorities and set objectives for event management for the Capitol Campus. Manage reservations and coordinate reservations for the use of public spaces in the Legislative Building and Capitol Campus to include: state ceremonies, rallies, parades, protests, weddings, meetings, and other events.- Provide campus and building oversight for rallies and activities ensuring compliance and acting as the DES representative for enforcing DES rules and policies- apply and explain rules to event sponsors and requestors.
- Process event applications predicting and avoiding possible conflicts and strive to resolve problems with alternative solutions before making a recommendation to the manager within allotted timeframes per policy and program objectives and goals.
- Assess service fees and charges, schedule services, and balance fees to within negotiated parameters.
- Process, track and manage payments.
- Monitor and track program activities to include office functions and participation in program activities.
- Work directly with legislative and executive staff, state agencies and the public in defining needs and planning, designing, and developing specialist program activities.
- Advise higher level staff on challenges for campus use issues and provides guidance on the balance of First Amendment and legal rights of government use and security.
- Assist to develop and establish new procedures and policies to implement new or improve existing program standards, procedures and policies.
- Prepare comprehensive event summary reports for building managers, asset management or the Public Space Superintendent.
- Coordinate and resolve conflicts related to Visitor Services programs and activities to ensure consistent approaches and applications of WACs to users on campus which include: state government agencies, legislative bodies, professional associations, citizen activists organizations, etc.
- Regulate use of public space on the Capitol Campus including interpreting, updating, enforcing, and applying WACs with high level and influential stakeholders.
- Regulate general use requirement to all activities in public areas of the capitol buildings and grounds, including free speech and assembly activities for private and/or commercial activities regardless of permit or event permit status.
- Facilitate use public use areas of the capitol buildings and grounds while protecting the normal conduct of state operations, conditions and appearances of the buildings/ground, the safety of people, and property.
Provide direct support to the Public Space Superintendent:
- Prepare letters and respond to inquiries with the Superintendent’s directions
- Finalize all event application approvals and denials
- Participate in meetings with outsides agencies and customers
- Enter data into the scheduling system and develop lists and activity reports upon requests
- Prepare meeting paperwork and take notes during meetings
- Oversee paid staff including orientation, recognition, evaluation and reporting.
- Prepare and maintain program and business reports, records, plans, briefs, and recommendations.
- Generate budget requests and work orders. Assist with the coordination of the biennial budget, strategic plans and objectives for event program management. Is responsible for the reconciliation of billing statements every month. Assist with Fiscal Notes.
Provide building oversight on the weekends and meet with event participants, security, building tenants and the public:
- Fill in for tour supervisors on an as needed basis
- As staff shortages occur; manage the building, campus, volunteers and the public when the building is open to the public
Required Qualifications:
- A Bachelor’s Degree in business, education, social science, communication, history or related field; AND
- Two (2) years of demonstrated experience in space/event management and/or tour services, or community/public relations program
NOTE: Relevant experience can substitute year for year for education.
Additional Required Knowledge, Skills, and Abilities:
- Two (2) years of supervisor experience to include hiring, disciplining, assigning, monitoring and evaluating the work of others.
- Exceptional Skills in Microsoft Office Suite.
- Exceptional written and verbal communications in presenting data, reports, and other information to diverse audiences.
- Expertise in planning methodologies such as data collection, forecasting, modeling, and alternative analysis techniques.
- Exceptional verbal, writing, and interpersonal and analytical skills.
- Ability to speak persuasively.
- Demonstrated ability to work effectively with teams and diverse stakeholder groups, building effective relationships as part of program development and mutual success.
- Strong public speaking and ability to provide testimony in formal settings.
