We are seeking a Program Manager to provide grants management support to the Department of Transportation (DOT). The Office of Acquisition and Grants Management provides discretionary grant assistance and policy development and oversight for the Federal Highway Administration (FHWA) and negotiates, awards, and administers grants and cooperative agreements for a wide range of research, specialized studies, construction, and other activities necessary to support the DOT, FHWA Headquarters Offices, Resource Center program offices, and Division Office. This is a remote, part-time position.

The Program Manager must have expertise in the award and administration of Federal financial assistance awards with knowledge of using applicable laws and regulations, expertise with developing Notices of Funding Opportunities, experience conducting budget reviews and risk assessments, and expertise with post-award administration of financial assistance.

Other responsibilities of this role will be to:

  • Provide overall management of the contract and contract personnel, including quality assurance and availability of resources to complete all requirements

  • Serves as the contact point for all matters related to contract management, task order modifications, and performance issues

  • Meets with customer and contractor personnel to discuss and review task requirements, performance, and deliverable

  • Fulfill all contract reporting requirements

  • Possesses excellent verbal, presentation, writing, and customer service skills; and leadership skills, including personnel management and project/task management to accomplish contract requirements

  • Resolve grievances and take disciplinary actions

  • Motivate staff to improve performance and quality throughout the duration of the contract

  • Communicate with the contracting officer’s representative (COR) and/or Team Leader to discuss order activities, progress, workloads, and potential problems with resolutions

  • Communicate with the COR to determine the Government's work requirements and ensure that they are fulfilled; communication can occur via email, telephone, Teams, Zoom or in person


Minimum Requirements/Required:

  • Bachelor’s degree

  • Minimum of five years of experience in similar type role

  • Experience working with DOT (Department of Transportation), preferably within the FHWA (Federal Highway Administration)

  • Eligibility for a Public Trust Security clearance, US Citizenship is required
