This is a full-time, non-permanent Management Analyst 4 position is located within the Center for Facilities, Risk, and Adjudication’s Office of Facilities. This non-permanent assignment is anticipated to last twelve (12) months from date of hire.

Reporting to the Deputy Director of Workplace Safety, this Management Analyst 4 position serves as a consultant to Office of Facilities (OF) leadership. In this position, you will:
  • Develop/update policies and procedures.
  • Support OF sections in developing and implementing business processes and systems, formulating goals and objectives, and providing technical business support for all OF sections.
  • As an expert analyst, provide detailed information regarding process issues and project status, working with the OF leadership and sections as they manage various complex projects, and help create various program documents.
  • Lead work related to program process improvement as well as manage projects of various sizes.
  • Provide technical advice to management specific to quality, performance, and data for the projects the OF is managing.
The duty station for this position is in Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to report to the Tumwater duty station for work activities as needed to complete assigned tasks, estimated at 1-2 days per week.

About the Office of Facilities

The Office of Facilities (OF) is responsible for all policy and operational issues related to the management of a two-building campus in Tumwater, field offices in Shoreline, Richland, and Spokane, warehouses in Shoreline and Tumwater, and boat storage facilities in Tumwater and Richland. In response to the COVID pandemic, the agency established an Isolation & Quarantine site in Tumwater and a Medical Logistics Center warehouse in Lacey. The agency is currently planning to establish up to nine health support hubs that will be located around the state and a ‘drop in’ location in Belltown, Seattle.


OF ensures all DOH employees have access to brick-and-mortar facilities and services whether their work is done on site, remotely and/or in the field. OF is made up of the following teams:

  • Building Management: Strategically supports DOH staff and the work they do through facility portfolio management, lease management, space planning/utilization, workplace modernization, hoteling software, building alterations, move coordination, warehouse management and asset management. In addition, the team ensures our facilities are clean and energy efficient by managing the day-to-day maintenance of the physical infrastructure and corresponding systems of our leased facilities (lighting, electrical, generators, plumbing, heating/cooling, windows, elevators, landscaping), the provision of corresponding services (custodial, shredding/recycling, vending/Avanti Market) and conference room management (scheduling, amenities and set ups).
  • Workplace Safety: Ensures our facilities are secure, our workplaces are safe, and we are prepared for emergencies by managing the following programs: emergency response, safety, hazard assessment, ergonomics, security - physical security and security systems (Including but not limited to building access, surveillance cameras and guard services).
  • Business Services: Meets the highest standards of environmental and fiscal stewardship by managing the following agency-wide programs: driver authorization, fleet services, commute trip reduction, parking, office supplies, mail services, sustainability, and the offices’ helpdesk.

Duties include
  • Analyzing business, management and technology needs to facilitate changes in Agency services and practices managed through the Office of Facilities (OF). Implementing process solutions.
  • Leading the project management process; creating detailed project plans. This will include projects in Emergency management, Employee Health & Safety, Business Services and Support, and Building Operations.
  • Identifying key metrics to track progress and help teams identify where plans are working towards stated goals or there is a need for an adjustment in the project plan and/or approach.
  • Providing communication support for all project efforts to include creation of articles for the Daily Dose, direct leadership emails, and other communication products in partnership with agency communications staff.
  • Ensuring information about policies, processes, projects, action items, and issues are clearly reported and communicated to OF leadership, workgroup members, and employees.
  • Reviewing existing policies and programs to determine need for revisions and updates.
  • Creating policy and document review schedule to ensure all relevant policies and documents are revised on a standardized scheduled.

Required Qualifications
  • Option 1: Four (4) or more years of combined experience leading developing, or coordinating work that focuses on continuous improvement, organizational change management, performance measurement, conducting research, policy analysis and/or development, leading/implementing business projects, developing training, portfolio management, or managing business operations.

OR

  • Option 2:
    A bachelor’s degree or higher in public administration, business administration, or a related field; AND two (2) or more years of combined experience leading, developing, or coordinating work that focuses on continuous improvement, organizational change management, performance measurement, conducting research, policy analysis and/or development, leading/implementing business projects, developing training, portfolio management, or managing business operations.

AND
Demonstrated experience and commitment in the following:
  • Program/project planning including experience with assessment, implementation, monitoring, and evaluation.
  • Leading and managing multiple complex projects at the same time.
Desired Qualifications
  • Ability to lead a diverse group of employees towards a common goal.
  • Comfortable interacting with staff members at all levels of the agency.
  • High level of workload management experience including strong organizational skills and ability to effectively prioritize.
