General Statement of Duties
Distinguishing Features of the Class
An employee in this class is responsible for performing and processing a variety of routine and specialized lab tests, both internally and externally. Work involves calibrating lab equipment, transporting specimens to contract testing providers for processing, maintaining logs of specimens and results, stocking lab supplies, performance of quality control efforts, and completion of appropriate paperwork. Work is performed under the general supervision of the Medical Laboratory Supervisor and is evaluated by a review of records, reports, discussions, observation, and in terms of the overall accuracy and quality of the work. The employee may be responsible for lab functions in the absence of the Medical Laboratory Supervisor.
Duties and Responsibilities
Essential Duties and Tasks
- Performs a variety of routine tests in the medical laboratory including hemoglobin, glucose, urinalysis, pregnancy testing, hemoglobin A1C, strep, flu, and fecal occult blood.
- Performs Clinical Laboratory Improvement Amendments (CLIA) moderate complexity testing to include: gram stains, gonorrhea cultures, and vaginal wet mounts.
- Makes venipunctures and skin punctures to obtain blood specimens; spinning of blood samples and pouring off serum into transfer tubes for transport, as required.
- Verifies patient identification information and corrects, if needed.
- Completes required forms for specific test performed and clinic requisitions to include work orders.
- Packages lab specimens for outside testing; transports lab specimens to testing vendor; reviews lab results from outside labs; corresponds directly with outside labs.
- Logs test results received from State lab and contract testing providers into Electronic Health Record (EHR) system; logs internal test results in EHR.
- Performs quality control on instruments/reagents utilized to assure accuracy and proficiency and sterility testing for Modified Martin Thayer plates.
- Maintains logs for cultures, Modified Thayer Martin plates used for Gonorrhea cultures, and quality control logs, including Levey-Jennings charts.
- Disposes of outdated specimens and coordinates priority specimen processing for emergency situations.
- Documents laboratory procedures and assures timely receipt of reports, documentation, and distributes to clinical staff.
- Calibrates, cleans, and troubleshoots analyzers, as needed.
- Performs laboratory temperature checks daily and eyewash/shower checks weekly.
- Restocks, orders, and prepares lab supplies.
- Manages lab functions in the absence of the Medical Lab Supervisor.
Additional Job Duties
- Any other duty as necessary, including assisting with any public health emergency including but not limited to natural disasters, man-made disasters, influenza pandemics (e.g. H1N1) or other outbreaks of communicable diseases, disaster surveillance and response, to ensure the efficiency of the Health Department.

Knowledge, Skills and Abilities
- Thorough knowledge of County and department policies and procedures.
- Thorough knowledge of laboratory techniques, instruments, and terminology.
- Thorough knowledge of clinical procedures and basic physiological processes.
- Thorough knowledge in preparing reports and other types of correspondence.
- General knowledge in the use of standard office equipment and associated software (e.g. CureMD, Crossroads, etc.).
- Ability to deal courteously and tactfully with patients and personnel.
- Ability to solve problems within scope of responsibility.
- Ability to exercise sound judgment in analyzing situations and making decisions.
- Ability to communicate effectively in oral and written form.
- Ability to make arithmetic computations.
- Ability to establish and maintain effective working relationships with associates, patients, and the general public.
Physical Requirements
- This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
- Work regularly requires sitting and using hands to finger, handle or feel, frequently requires walking, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires standing, climbing or balancing and stooping, kneeling, crouching or crawling.
- Work requires close vision, distance vision, depth perception, color perception, and peripheral vision.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, and operating machines.
- Work frequently requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
Desirable Education and Experience
Graduation from high school and a minimum of one year of experience working in a medical laboratory, or an equivalent combination of education and experience.
Special Requirements
Possession of Phlebotomy Certification.
Additional training at the State Laboratory of Public Health may be required upon hire.
