The City of Athens is currently hiring a Parking Enforcement Officer. The Parking Enforcement Officer is responsible for enforcing the parking regulations and other specified sections of the Athens City Code. Officers will patrol assigned areas on foot and/or in a vehicle issuing citations of taking other appropriate actions. The officer performs clerical duties, including computer operation, in the absence of the Data Entry Clerk, or assists the Data Entry Clerk when necessary. This officer will repair meters as needed. This is a union position. The probation period for this position is 90 calendar days.
According to the AFSCME Local 2403(1) labor agreement, Parking Enforcement Officers are in the A-5 classification with a current pay range of $22.11 - $24.33 per hour. Parking Enforcement is normally conducted between 8 a.m. -8 p.m. daily, except for Sundays and Holidays. The position's 40 hour work week will be established within these times and will consist of five (5) consecutive eight (8) hour days, with a thirty (30) minute lunch for a total of forty (40) hours per week. The current vacant shift is 9:30 a.m. – 6:00 p.m. Tuesday through Saturday; however management reserves the right to manage the work schedule as needed. Enforcement hours may change due to ordinance changes. The regular reporting location will be at the Athens Police Department, 11 North College Street, Athens, OH 45701.
A Civil Service Exam will be administered on Friday, March 17th, 2023 beginning at 10:00 a.m. at the Athens Community Center, 701 E. State St., Athens Ohio. Applicants must show a valid, government issued Picture ID for entry to the test. Applicants must achieve a minimum passing score of 70% on the exam. To be eligible for military credit, a copy of the DD-214 showing honorable discharge must be submitted with the application packet. National Guard members, who have completed basic training, are eligible for a 15% bonus added to a passing score. Military credit is only applied to a passing score and only one form of military credit can be used. To be eligible to sit for the examination, completed applications must be received by 4:00 p.m., Wednesday, March 15th, 2023.
PARKING ENFORCEMENT OFFICER
Essential Functions:
- Responds to parking complaints and takes appropriate action.
- Proactively patrols assigned areas on foot or in a vehicle.
- Issues computerized or hand written citations.
- Collects money from courtesy meters/boxes.
- Assists with counting and depositing meter collections and fines.
- Checks meters to verify malfunctions or damages.
- Bags meters when necessary.
- Prepares reports, use of general and specialized computers.
- Gives directions and information to the public.
- Performs duties of Data Entry Clerk, including preparing and making deposits, when needed.
- Issues court summons on violations when appropriate.
- Orders towing of vehicles.
- Assists in traffic control.
- Assumes additional responsibilities and performs other related duties as needed.
Position Qualifications:
- Must maintain a valid Ohio Operator’s license.
- Must have an acceptable driving record.
Position Specifications
- Must be able to meet the attendance requirements for the position. The officer patrols assigned areas within a specified time period.
- Ability to walk long distances in varying climatic conditions, on various street surfaces at varying inclinations.
- Ability to lift parking meter, poles, push full collection cart or deposit cart on uneven terrain, uphill, downhill, inside parking garage.
- Ability to drive patrol vehicles when assigned, on city streets and highways.
- Ability to operate a hand held computer, portable radio, printer and chalk pavement marker.
- Good interpersonal and communications skills.
- Prior computer experience is desirable.
